RESOLUTION NO. 2002-1.96 ADOPTED December 10, 2002
A RESOLUTION: AUTHORIZING FUNDING AND APPROVAL TO PROCEED WITH THE
DEVELOPMENT OF THE CATOCTIN CIRCLE TRAIL PROJECT IN
ACCORDANCE WITH THE 1999 GRANT AWARD OF $100,000 FROM
THE VIRGINIA RECREATIONAL TRAILS FUND AND AUTHORIZING
THE USE OF IDA LEE PARK SURPLUS BOND FUNDS IN THE
AMOUNT OF $225,000
WHEREAS, in March 1999, the Town Council authorized the Department of Parks and
Recreation to submit a grant application to the Virginia Recreational Trails Fund for funding
assistance for the development of the Catoctin Circle/W&OD Trail Connector; and
WHEREAS, in October 1999, the Virginia Department of Conservation and Recreation
approved a Virginia Recreational Trails Fund Program grant in the amount of $100,000 to the Town
of Leesburg in support of the trail project; and
WHEREAS, in February 2000, the Department of Parks and Recreation submitted the
official grant agreement that requires completion of a ten-foot (10') wide trail project by December
31, 2002; and
WHEREAS, as part of the approved budget for fiscal year 2001, the Town Council
appropriated $30,000 for design and engineering services related to development of the project, and
in September 2000, staff approved a purchase order with the engineering firm of Dewberry and
Davis for the necessary design and engineering work; and
WHEREAS, during consideration of the FY 2003 Budget, the Council deferred until
December its decision on whether to accept the trail grant and proceed with the project; and
WHEREAS, the Virginia Department of Conservation and Recreation asks that the town
indicate its decision by December 31, 2002; and

AUTHORIZING FUNDING AND APPROVAL TO PROCEED WITH THE
DEVELOPMENT OF THE CATOCTIN CIRCLE TRAIL PROJECT IN
ACCORDANCE WITH THE 1999 GRANT AWARD OF $100,000 FROM THE
VIRGINIA RECREATIONAL TRAILS FUND AND AUTHORIZING THE
USE OF DA LEE PARK SURPLUS BOND FUNDS IN THE AMOUNT OF
$225,000
WHEREAS, the recently approved 20-Year Comprehensive Plan for Parks, Recreation, Open
Space, Trails and Greenways identffies the Catoctin Circle Trail as an important link in the town's
trail system; and
WHEREAS, the total construction costs for the trail is $225,000, of which, $100,000 will be
reimbursed to the town through the grant for construction of the project; and
WHEREAS, the Director of Parks and Recreation and the Parks and Recreation Advisory
Commission recommend authorization to proceed with construction of the Catoctin Circle Trail
project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that
funding be approved to proceed with the development of the Catoctin Circle Trail Project in
accordance with the 1999 reimbursement grant award in the amount of $100,000 from the Virginia
Recreational Trails Fund and authorizing the use of Ida Lee Park surplus bond funds in the amount
of $225,O0O.
