APPROVING AMENDMENTS TO THE FY 2003 BUDGET AND
MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING JUNE
30, 2003
WHEREAS, the mid-year budget for the fiscal year ending June 30, 2003, has been
presented and reviewed by this Council in accordance with Section 15.2-2507 of the 1950 Code of
Virginia, as amended; and
WHEREAS, budget amendments are necessary and staff recommends approval.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The FY 2003 Budget is hereby amended for the fiscal year beginning July 1,
2002 and ending June 30, 2003 as follows:
a. The General Fund is amended in the amount of $272,950 and appropriations are made from
the transfer of unused General Fund monies from the capital account of the Freedom Park
Project in the amount of $249,950 and from donations and grants in the amount of $23,000
as follows: Donation to buy library microfilm ($1,000), walking tour of Historic District
($17,000), desk receptionist and public restrooms ($14,000), reimbursement for Russian
visitors ($5,000), Freedom Park ($205,950), and a parking study ($30,000).
b. The Utilities Fund is amended in the amount of $168,300 and appropriations are made from
the Utilities Fund Surplus as follows: Rigid sewer camera ($8,000), biosolids dewatering
($9,000), biosolids bagging system ($21,700), solid waste handling systems ($79,600),
mosquito control ($40,000) and instrumentation service ($10,000).

SECTION II. Totals are adjusted to the categories and accounts of these funds.
SECTION m. The town manager is authorized to transfer appropriations made herein to
accounts within the same departmental budget as long as the total appropriation for the department
is not adjusted.
