NAMING THE TERMINAL BUILDING AT LEESBURG EXECUTIVE
AIRPORT IN HONOR OF STANLEY F. CAULKINS
WHEREAS, Stanley F. Caulkins has been a resident of the Town of Leesburg, Virginia
since 1937; and
WHEREAS, during World War II, he was a radio operator/mechanic/gunner on B-17
Bombers with the 8th Air Force, 96th Bomb Group - Heavy, including flying missions to provide
food and supplies to civilians in war torn Belgium and Holland; and
WHEREAS, he and his B-17 crew participated in repatriating American soldiers that
were prisoners in German prisoner of war camps; and
WHEREAS, he has been a valued member of the Leesburg business community since
1950 and the owner of Caulkins Jewelry store since 1955; and
WHEREAS, he was a member of the Leesburg Town Council from 1961 to 1963; and
WHEREAS, he was instrumental in the creation of the Leesburg Municipal Airport in
1964; and
WHEREAS, he is a licensed private pilot; and
WHEREAS, he served as a member of the Airport commission from 1963 to 1968, and
from 1982 to the present, and was elected Chairman from 1987 to 2002; and
WHEREAS, due in large part to his effort the airport has grown to become one of the
busiest general aviation airportS in the Commonwealth of Virginia with 269 based aircraft; and
WHEREAS, he has worked closely with Federal and State OfficialS to secure over $23
million in Airport Improvement Program grants; and

IN HONOR OF STANLEY F. CAULKINS
WHEREAS, during his tenure a significant number of capital projects have been
completed to enhance safety and improve capacity; and
WHEREAS, he has been a driving force behind development of the Terminal Building
Rehabilitation and Expansion Project; and
WHEREAS, he has been a tireless advocate of Leesburg Executive Airport and the
general aviation industry; and
WHEREAS, on December 12, 2002 the Airport Commission unanimously voted to
support the naming of the terminal building in honor of Mr. Caulkins.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
1. Upon completion, the renovated terminal building at Leesburg Executive Airport
shall be designated as the Stanley F. Caulkins Terminal Building.
2. A suitable sign shall be placed on or near the main "landside" pedestrian entrance
of the terminal building to commemorate this designation.
3. Any specific written reference to the airport terminal building in official Town
correspondence or literature shall be made as the Stanley F. Caulkins Terminal Building.
