A quorum of 14 voting members was present. 2.Public comment None received. 3.Adoption of the agenda as printed or amended Mr. Benz moved and Mr.Morasch seconded to adopt the agenda as printed. The motion passed unanimously. 4.Approval of the minutes from the meeting of November 3, 2016 Mr. Benz moved and Mr.Morasch seconded to approve the minutes from the meeting of November 3, 2016 as printed. The motion passed unanimously. 5.Communications from the presiding officer No correspondence was received. Minutes/CapitalArea MetropolitanPlanning Organization Technical Committee December I,2016 Page 2 6.New Business A.Proposed Amendment Transportation Improvement Program:Safety Improvements to US54 Mr.Rotenberry distributed an Executive Summary pertaining to the US Route 54 Road Safety Audit from Mexico to Camdenton.He explained that safety improvements include guard cable,wrong-way signage, high friction surface treatment and guard rails. Mr. Rotenberry stated that a scoping project will include Cole, Miller and Camden Counties. Mr.Engelbrecht explained that MoDOT Project #5P3119 is an existing bridge improvement project in the Fulton area. Mr. Dusenberg explained that signs, guard cable and high friction surface treatments are safety projects slated on US54 from Camdenton to Mexico. He stated that guard cable will be installed from Jefferson City to Kingdom City;Osage Beach to Camdenton and Jefferson City to Osage Beach. Mr. Benz moved and Mr. Morasch seconded to forward the proposed TIP Amendments to the Board of Directors. The motion passed unanimously. B.TIPDevelopment Mr. Sanders explained that development of the Program Year 2018-2022 will commence shortly and staff requests input on changes to the TIP document, including the amendment process and changes to the project application form. Hestated that this is for informationalpurposes only and no action is requested at this time. C.UPWP Budget Update Mr. Sanders explained that none of the consulting projects slated to commence in FY2016 actually started in FY2016.Hestated that during the budgetingprocess all but $15,000 was included in the FY2017 budget, with at least one projected anticipated have billable time in FY2016.Mr. Sanders explained that a supplemental appropriation will be requested to address the issue regarding the City of Jefferson's budget process. He stated that this is for informational purposes only and no action is requested at this time. 7.Other Business A.Status ofcurrentworktasks • Work continues on the update of the current land use. • Title VI Program. •Evaluation of Effectiveness of Public Involvement Process. • J EFFTRAN System-Wide Assessment. B.MemberUpdates Cole County -Mr.Landwehr gave an update on road projects throughout the County. Jefferson City —Mr.Bange gave an update on the following projects:(I)Stadium Boulevard/Jefferson Street project; (2) Capitol Avenue sidewalks and curb/gutter project; (3) replacement of Wears Creek Bridge on Dunklin Street; (4) E. Circle/Forest Hill stormwater and sewer project; Hayselton Pump Station; and (6)Wayfinding Project. --Mr.Gates gave updates on the following:(1)Wellness Center; and (2) Frog Hollow Greenway. —Mr.Mehmert gave an update on the RFP for APC/AVL/AVA technology. Missouri Department of Transportation —Mr.Dusenberg gave an update on the Lafayette Interchange lighting project. —Mr.Engelbrecht announced that the Planning Partners will meet on December 19,2016 to select the Transportation Alternative Program projects. --Mr.Henderson announced that the Statewide Planning Partner meeting will be held on March 9, 2017. —Mr.Lynch gave an update on the following projects: (1) Clark Avenue Overpass project; (2) snow operations coordination meeting on December 5,2016 at MoDOT; and (3) attended the 2016 Tri-State Development Summit on November 18,2016 in Iowa. Minutes/Capital Area Metropolitan Planning Organization Technical Committee December /,2016 Page 3 Federal Highway Administration -Mr.Shulergave updateon the following:(I)Triennial Review Workshop;(2) MPO workshop will be held in Mid-Decemberin KansasCity; and (3) Transit Asset ManagementWebinar. 8. Election of Officers (CAMPO Technical Committee Member List is attached) A.Chairman Mr.Morasch moved and Mr. Benz seconded to elect Mr. Sanders, Chairman. The motion passed unanimously. B.Vice Chairman Mr. Landwehr moved and Mr. Benz seconded to elect Mr. Bange, Vice Chairman.
