A RESOLUTION: PERMITTING TH2E CUSTOM CRUISERS OF NORTHERN VIRGINIA
TO USE THE DOWNTOWN AREA OF LEESBURG ON SATURDAY,
JUNE 28, 2003 FOR THE OLDIES STREET DANCE AND CAR SHOW
ON MARKET STREET FROM CHURCH STREET TO WIRT STREET,
AND ON KING STREET FROM LOUDOUN STREET TO CORNWALL
STREET WITH STREET CLOSINGS
WHEREAS, the Town Council approved a Special Event Permit Policy in June 2001 to
regulate events on the public streets and public property in the interest of public health, safety,
and welfare; and
WHEREAS, the Special Event Permit Policy provides standards for street closures; and
WHEREAS, the Special Event Permit Policy developed a review process for all special
event applications by a review committee consisting of one representative from the following
Town of Leesburg departments: public works, police, town manager's office, parks and
recreation, planning and zoning, and economic development; and
WHEREAS, the Custom Cruisers of Northern Virginia submitted an application for a
special event in the downtown area of Leesburg and Ida Lee Park on June 28 and 29, 2003; and
WHEREAS, the respective event includes an oldies street dance and car show in the
downtown area on Saturday evening June 28, 2003; and
WHEREAS, the Custom Cruisers of Northern Virginia requests a street closure in the
downtown area to accommodate the event on June 28, 2003; and
WHEREAS, the Special Events Permit Review Committee has reviewed the application
and recommends denial of the street closure request and a relocation to Ida Lee Park or another
available property (public or private) that does not require a street closure; and

JUNE 28, 2003 FOR THE OLDIES STREET DANCE AND CAR SHOW
WITH STREET CLOSINGS
WHEREAS, the Custom Cruisers of Northern Virginia has appealed the recommendation
of the Special Events Permit Review Committee to the Leesburg Town Council; and
WHEREAS, Town Council members and town staff have recommended alternatives to
the Custom Cruisers in lieu using of the downtown area.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Council hereby permits the Custom Cruisers of Northern Virginia to use the downtown
area of Leesburg on Saturday, June 28, 2003 for the Oldies Street Dance and Car Show on
Market Street from Church Street to Wirt Street, and on King Street from Loudoun Street to
Cornwall Street with street closings
