A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING
THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A NEW JOB
CLASSIFICATION SPECIFICATION AND SALARY ALLOCATION FOR HOUSING SPECIALIST
WHEREAS, Section 503 of the City’s Charter provides that the City Council shall determine, by
ordinance or resolution, the amount and type of compensation to be paid to all City officers, department
heads and employees; and
WHEREAS, The Assistant City Manager is authorized and directed under provisions of Sections
2797.1 of the Carson Municipal Code and Section Il, Rule Il of the City Personnel Rules to prepare and
recommend position classification and compensation plans, after consultation with the affected Directors,
which becomes effective upon approval by the City Council; and
WHEREAS, Rule Ill of the City of Carson Personnel Rules provides that modification to the
classification plan, embodied in Resolution No. 77-111, shall be made only after the authorized Human
Resources staff members consults with the affected Directors and affected recognized employee
organizations; and
WHEREAS, the City of Carson desires to add a new classification specification of HOUSING
SPECIALIST to provide a current and accurate description of the various duties performed by said position;
and
WHEREAS, The Assistant City Manager has consulted with the affected parties and has met and
conferred with the representatives of the affected recognized employee organizations pursuant to its
obligations under the MMBA, concerning the new classification specification for the HOUSING SPECIALIST.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DOES HEREBY
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct and are incorporated herein by
reference.
SECTION 2. The new classification specification for HOUSING SPECIALIST (Salary Range 910,
$7,072.82 - $9,024.73), attached hereto as Exhibit A, assigned to the Carson Professionals and Supervisors
Association/Service Employees International Union, Local 721, is hereby adopted.
SECTION 3. The City will fund one full-time position for the newly adopted classification of
HOUSING SPECIALIST, through funds already allocated for the Division/Department.
SECTION 4. In the event of any conflict between this Resolution and any prior City resolution
relating to the subject matter hereof, this Resolution shall supersede and prevail over the prior resolution
to the extent of the conflict.

SECTION 5. The City Clerk shall certify to the adoption of this resolution and deem it effective as of
August 2"? of 2022 the same shall be in force and effect.

Housing Specialist
THE POSITION
Under the direction of the Assistant City Manager or designee, perform a variety of
specialized duties related to the renovation of properties within designated areas of the
City; counsel and assist property owners in securing real estate and rehabilitation loans.
ESSENTIAL DUTIES
(These functions are representative and may not be present in all positions in the class.
Management reserves the right to add, modify, change or rescind related duties and work
assignments. )
e Interview property owners and review applications to determine eligibility for the
Rehabilitation Assistance Program; determine scope of property rehabilitation.
e Compile required financial information for securing real estate and rehabilitation
loans; initiate credit and reference checks.
e Counsel and advise property owners on debt consolidation, refinancing, financial
management and the advisability of undertaking additional debt.
e Respond to public inquiries and provide information regarding the Rehabilitation
Assistance Program.
e Assist property owners in arranging private financing and process rehabilitation
assistance loans; draw documents for client signature and recording.
e Refer qualified applicants to rehabilitation contractors in accordance with
program guidelines.
e Compile and analyze rehabilitation case histories; monitor lien cases to expedite
financing or provide assistance.
e Prepare and maintain a variety of records, files and reports related to loan and
grant activities.
e Communicate with contractors, title companies, financial institutions and City
personnel; prepare correspondence, reports and other materials.
e Monitor grant programs to assure compliance with State and Federal regulations
and City policies.
e Supervise subordinate staff as assigned in the Housing Division.
e Performs related duties as required.
QUALIFICATIONS
A typical way to obtain the requisite qualifications to perform the duties of this class is as
follows:
Education and Experience:
Bachelor's degree in real estate, accounting or related field or equivalent. Three (3) years
experience involving real estate financing and escrow services.
Knowledae of:

Objectives, policies and procedures concerning redevelopment and rehabilitation
financing programs.
Financial accounting and auditing.
Conventional, FHA, mortgage loans and escrow procedures.
Contractual agreements required in real estate financing.
Modern office practices, procedures and equipment.
Record keeping techniques.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Applicable laws, codes, regulations, policies and procedures.
Skill and Ability to:
Compile, analyze and evaluate data from various sources.
Prepare and process loan applications.
Counsel and advise rehabilitation loan applicants.
Interview property owners and determine program eligibility.
Communicate effectively both orally and in writing.
Maintain records and prepare reports.
Learn to interpret, apply and explain codes, rules, regulations, policies and
procedures.
Establish and maintain cooperative and effective working relationships with others.
Work confidentially with discretion.
Analyze financial data and make appropriate recommendations.
Working Conditions:

Require vision (which may be corrected to read small print.
Require the mobility to stand, stoop, reach and bend.
Require mobility of arms to reach and dexterity of hands to grasp and manipulate

an infrequent aspect of the job.
Is subject to inside and outside environmental conditions.
