HomeMy Public PortalAbout22-167 - Adopting a New Job Classification Specification and Salary Allocation for Public Safety Engagement OfficerRESOLUTION NO. 22-167 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A NEW JOB CLASSIFICATION SPECIFICATION AND SALARY ALLOCATION FOR PUBLIC SAFETY ENGAGEMENT OFFICER WHEREAS, Section 503 of the City’s Charter provides that the City Council shall determine, by ordinance or resolution, the amount and type of compensation to be paid to all City officers, department heads and employees; and WHEREAS, The Assistant City Manager is authorized and directed under provisions of Sections 2797.1 of the Carson Municipal Code and Section II, Rule Il of the City Personnel Rules to prepare and recommend position classification and compensation plans, after consultation with the affected Directors, which becomes effective upon approval by the City Council; and WHEREAS, Rule Ill of the City of Carson Personnel Rules provides that modification to the classification plan, embodied in Resolution No. 77-111, shall be made only after the authorized Human Resources staff members consults with the affected Directors and affected recognized employee organizations; and WHEREAS, the City of Carson desires to add a new classification specification of PUBLIC SAFETY ENGAGEMENT OFFICER to provide a current and accurate description of the various duties performed by said position; and WHEREAS, The Assistant City Manager has consulted with the affected parties and has met and conferred with the representatives of the affected recognized employee organizations pursuant to its obligations under the MMBA, concerning the new classification specification for the PUBLIC SAFETY ENGAGEMENT OFFICER. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The foregoing recitals are true and correct and are incorporated herein by reference. SECTION 2. The new classification specification for PUBLIC SAFETY ENGAGEMENT OFFICER (Salary Range 721, $5,322.35 - $6,780.54), attached hereto as Exhibit A, assigned to the American Federation of State, County and Municipal Employees, Local 809, is hereby adopted. SECTION 3. The City will fund one full-time position for the newly adopted classification of PUBLIC SAFETY ENGAGEMENT OFFICER, through funds already allocated for the Division/Department. In the event of any conflict between this Resolution and any prior City resolution relating to the subject matter hereof, this Resolution shall supersede and prevail over the prior resolution to the extent of the conflict. SECTION 5. The City Clerk shall certify to the adoption of this resolution and deem it effective as of August 2"? of 2022 the same shall be in force and effect. No. 22-167 Class Specification Bargaining Unit: AFSCME 809 FLSA: Non-Exempt Public Safety Engagement Officer THE POSITION Under the direction of the Public Safety Manager and/or Public Safety Supervisor or his/her designee, the Public Safety Engagement Officer (PSEO) will work in the City and collaborate with Los Angeles County Sheriffs (Carson Station) and a diverse set of entities to support compassionate solutions to homelessness. This position will serve as lead liaisons for the City by leveraging and building partnership with other Los Angeles County, non-profit service providers and faith-based organizations as being the first to make contact and engage with the homeless to provide recommendation of services. The incumbent will also assist in disseminating relevant data and information to City residents and the business community. ESSENTIAL DUTIES (These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change, or rescind related duties and work assignments.) ¢ Work with team members to assist homeless people in response to requests received and while performing outreach duties e Work to identify and investigate homeless situations based on requests received e Provide linkages to resources available for the homeless population ¢ Maintain a comprehensive up-to-date resource base for homeless services and referrals e Efficiently utilize the mental health/suicide crisis number “988” call center, and other related crisis center resource centers and call lines. e Maintain up to date records for services provided to clients directly in the field e Maintain professional relationships with offices of local government, and City and County Departments e Review Request for Services to identify areas of necessary follow-up e Not limited to duties assigned by management for the region or department needs e The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This is a very active position. While performing the duties of this job, the employee is regularly required to walk; climb or balance, and stoop, kneel, crouch or crawl. e Work with LASD Carson Station, faith-based organizations, local entities and Staff to coordinate the recruitment of volunteers and staff for the annual Point In Time Homeless Count (“homeless count’); e Perform other duties as assigned. e May be required to attend and participate in trainings on homeless services and related activities and duties of this position. QUALIFICATIONS Page 1 of 3 Education and Experience: Any combination of education, training and experience to demonstrate possession of the knowledge, skills and abilities to successfully perform in the position. Knowledae of: e Experience performing intakes and assessing social service needs e Working with substance abusers and/or persons with multiple diagnoses e Ability to maintain professional relationships with diverse organizations and community representatives. e Good conflict resolution skills e Work and lead teams with professionalism e Applicants should possess a positive attitude, an ability to comfortably interact with diverse populations, be energetic and independent, and have a strong desire to learn. e Good communication typing skills and computer proficiency, including Microsoft Office Suite e Recordkeeping techniques skill and Ability to: ¢ Applicants must demonstrate strong public speaking skills and the ability to communicate with all levels of staff and LASD, Carson Station and homeless individuals. e Must have excellent time management, project management skills, and the ability to prioritize multiple tasks to meet deadlines. e The position will require significant extended hours during the critical moments prior to the Homeless Count; use of a smart phone and regional travel could be required. e Must have the ability to use and learn mobile devices such as radio, cell phone and other mobile communication devices. e Ability to obtain training and provide resources related to human trafficking. Licenses and Certificates: Possession of a valid California Class C driver’s license is required. Employees in this classification will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program, which confirms possession of a valid driver’s license and reflects driving record.
