A RESOLUTION: 2003-9 RECEIVING THE FOR 2002 PRESENTED January 14, 2003 ADOPTED January 14, 2003 PLANNING COMMISSION'S ANNUAL REPORT WHEREAS, Section 16A-6(3)(6)g of the Zoning Ordinance requires the Planning Commission to prepare and submit an annual report to the Council; and WHEREAS, the report contains statistical data and information as may be of interest and value to reflect the work of the Planning Commission; and WHEREAS, staff recommends that Council receive the Planning Commission's annual report. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that Council hereby receives the Town of Leesburg Planning Commission's Annual Report for the year 2002, a copy of which is attached hereto. Pursuant to Section 16-3(6)(e) of the Town Zoning Ordinance the Leesburg Planning Commission is required to make an Annual Report to the Town Council. The following information is presented as a summary of the Planning Commission's accomplishments for the calendar year 2002. MEMBERSHIP AND STAFF CHANGES: As a result of the election in May, three of the members of the Planning Commission changed effective at the July meeting. The former members serving through June were Charlotte Cable, Teresa Minchew and William Zawacki. The new members appointed by the new Mayor and Town Council are Bridget Bangert, Earl Hoovler and Jim Clem. The Councilmanic representative as of July 1st is Mayor Kristen Umstattd. In August, Parliamentarian Lawrence Schonberger resigned from the Planning Commission due to his change in law firms and the potential to represent clients before the Planning Commission. The Town Council appointed Robert Dube to fill his position with Lyle Wemer filling the Parliamentarian position. In October Mr. Hoovler and Mr. Dube attended the VPCA training in Lynchburg. The staff for the Planning, Zoning and Development department remained constant with the exception of the filling of the Director position with Susan Swift. In July, the Town Council approved five new positions (and one temporary records clerk) for FY03, two of which have been filled. Applications are being reviewed now to fill three of the remaining four planner positions. ZONING ORDINANCE REVISIONS: The Planning Commission participated in 29 meetings to review and approve a comprehensive revision to the zoning ordinance. The Commission made significant contributions to refining the revised ordinance. A Public hearing was held on May 2nd and on May 16, 2002, the Commission adopted the ordinance. CAPITAL IMPROVEMENT PROGRAM: In three meetings in March and April, the Planning Commission reviewed the town's proposed Capital Improvement Program. BY-LAW AMENDMENTS: The Planning Commission reviewed and amended its by- laws in the Fall. Changes included election procedures and term limits for officers and representatives to other boards. A proposed amendment to add a representative to the Environmental Advisory Commission is pending for consideration in January. In addition, the Commission has indicated a desire for educational or topical worksessions on, at least, a quarterly basis. The annual retreat to be scheduled in January or February will be the first of such sessions.
