RESOLUTION NO. 2003-16 ADOPTED January 28, 2003
A RESOLUTION: AWARDING ENGINEERING DESIGN CONTRACTS FOR CIVIL
ENGINEERING CONTINUING SERVICES TO CHESTER ENGINEERS,
WHITMAN REQUARDT AND ASSOCIATES, L.L.P., AND WILLIAM H.
GORDON ASSOCIATES, INC.
WHEREAS, retaining engineering firms for continuing professional civil engineering services for
capital projects and other technical issues is practical, efficient and recommended; and
WHEREAS, in response to a Request for Proposals for Civil Engineering Services, the Town
received 21 proposals; and
WHEREAS, proposals were evaluated by a selection committee in accordance with the
requirements of the Town Purchasing Policy and the requirements of the Request for Proposals; and
WHEREAS, the evaluation committee selected the following top six consultants for further
evaluation:

Chester Engineers of Gaithersburg
Patton Harris Rust & Associates, P.C.
Whitman Requardt and Associates, L.L.P.
· Whitney Bailey Cox & Magnani, L.L.C.
· William H. Gordon Associates, Inc.
· Woolpert, L.L.P.
WHEREAS, the evaluation committee rated the above firms again based on more detailed
information provided by these f'mns during the interviews; and
WHEREAS, Chester Engineers and Whitman Requardt were the top two tn'ms; and Whitney
Bailey Cox & Magnani, L.L.C. and William H. Gordon Associates, Inc. tied for the third position; and
WHEREAS, anticipated projects will vary in scope, complexity, nature, required response time,
and will include ground survey, development of plats and land records, so it is to the town's benefit to
retain at least one local firm; and

ENGINEERING CONTINUING SERVICES TO CHESTER ENGINEERS,
WHITMAN REQUARDT AND ASSOCIATES, L.L.P., AND WILLIAM H.
GORDON ASSOCIATES, INC.
WHEREAS, this contract may be awarded to more than one engineering firm and work
assignments will be made consistent with the Virginia Procurement Act (VPPA) 2.2-4301.3A; and
WHEREAS, the contracts for Civil Engineering Services will be for continuing services with an
initial period of one (1) year and renewable for two (2) additional consecutive periods of one (1) year; and
WHEREAS, the sum of all projects performed in one contract term for each fn-m shall not exceed
$500,000 and the project fee for any single project shall not exceed $100,000; and
WHEREAS, the Capital Projects Administrator and the Director of Engineering and Public
Works recommend award of contracts for Civil Engineering Continuing Services to Chester Engineers,
Whitman Requardt and Associates, L.L.P. and William H. Gordon Associates, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is authorized to execute contracts, in a form approved by the Town Attorney,
for Civil Engineering Continuing Services with Chester Engineers, Whitman Requardt and Associates,
L.L.P. and William H. Gordon Associates, Inc.
