A RESOLUTION:
AWARDING A CONTRACT TO BOWIE GRIDLEY ARCHITECTS
FOR ARCHITECTURAL AND ENGINEERING SERVICES UP TO
$360,000 FOR THE LOUDOUN STREET ADDITION TO TOWN
HALL
WHEREAS, employee work space in the Leesburg Government Center, also known as
Town Hall, is becoming scarce as the town government has added staff to serve a growing
population; and
WHEREAS, the town desires to acquire architect and engineering services to design an
addition to Town Hall; and
WHEREAS, the staff advertised a Request For Proposals for services in October 2000,
and received proposals from 10 firms; and
WHEREAS, a staff committee interviewed four firms in February 2002; and
WHEREAS, the Town Council interviewed two finalist firms, Hanno Weber &
Associates of Chicago, Illinois and Bowie Gridley Architects of Washington, DC in March and
September 2002; and
WHEREAS, the Council selected for negotiation Bowie Gridley Architects by Council
Resolution #2002-197 on December 10, 2002; and
WHEREAS, the Council has previously approved $375,000 in Utilities FUnd monies in
the FY 2002 midyear budget for this project; and
WHEREAS, the staff has negotiated a proposed agreement for architect and engineering
services with Bowie Gridley Architects within the budget constraints, and recommends that the
Council award the contract to Bowie Gridley; and

WHEREAS, the proposed agreement provides for the firm's involvement from the space
programming and schematic design phases through the construction phase.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
town manager is hereby authorized to execute a contract in a form approved by the town attorney
with Bowie Gridley Architects, in the amount of $360,000 for architect and engineering services
for the Loudoun Street Addition to Town Hall.
