COMMUNICATING UTILITIES AND ROADWAY REQUESTS
REGARDING THE SHELLHORN PROPERTY TO THE LOUDOUN
COUNTY BOARD OF SUPERVISORS
WHEREAS, the Town Council desires to work cooperatively and harmoniously with the
Loudoun County Board of Supervisors; and
WHEREAS, a number of issues that have been raised in the county's proposed
development of the Philip A. Bolen Memorial Park including (a) if town utilities will be
extended, (b) if a water tank site will be donated by the county, and (c) conflicts regarding the
improvement of Sycolin Road and Crosstrail Boulevard that negatively impact pa~s of the long
term transportation network, can be resolved; and
WHEREAS, the Council's position on each is (a) it is desirable to have public facilities
developed with public utilities; and (b) the Council wishes to request that a water tank site be
donated and (c) that two four-lane roads merged into one four-lane road may not work properly;
and
WHEREAS, the Leesburg Volunteer Fire Company has contacted the Town Council in
support of extending town water service to the proposed Fire and Rescue Training Center to
enhance the company's training abilities; and
WHEREAS, the Council's policy is not to extend utilities outside the corporate limits
without a boundary line adjustment; and
WHEREAS, the staff recommends that the Council communicate its Shellhorn requests.

REGARDING THE SHELLHORN PROPERTY TO THE LOUDOUN
COUNTY BOARD OF SUPERVISORS
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia (a) that
the Council formally requests that the entire Shellhom Property, including without limitation
Bolen Park and Fire and Rescue Training Center, only be served by town utilities and that the
Board of Supervisors formally agree to proceed with a boundary line adjustment or negotiated
annexation agreement so such service may be provided, (b) that the county donate a water tank
site on the Shellhorn Property to the town that maximizes the benefits of having a site there; and
(c) that the county and the town discuss the realignment of Crosstrail Boulevard inside the
Shellhorn Property, especially those related to road alignments that combine Sycolin Road and
Crosstrail Boulevard in one location, and its impact on the Leesburg Executive Airport's runway
expansion.
