RESOLUTION NO. 2 0 0 3 - 2 $ ADOPTED February 11, 2003
A RESOLUTION: REQUESTING THAT THE NORTHERN VIRGINIA TRANSPORTATION
AUTHORITY (NVTA) APPROVE A $500,000.00 PROJECT AT EDWARDS
FERRY ROAD, N.E. AND THE ROUTE 15 BYPASS TO BE FUNDED BY
THE GOVERNOR'S CONGESTION RELIEF FUND
WHEREAS, the NVTA is considering projects in Northern Virginia to submit to the
Commonwealth Transportation Board (CTB) for funding by Governor Warner's Congestion Relief
Funds; and
WHEREAS, the Town of Leesburg's road network serves interstate, regional and local traffic;
and
WHEREAS, the current right turn lane on Edwards Ferry Road, N.E. is very congested and is
operating at Level of Service "F"; and
WHEREAS, the construction of a free flow right turn lane will decrease delay to the right turn
movement and operate at Level of Service "C"; and
WHEREAS, the Town of Leesburg needs to construct an improved free flow right turn lane with
an acceleration lane on southbound Route 15 Bypass to improve regional transportation flow and reduce
traffic congestion on a segment of the National Highway System; and
WHEREAS, the Town Council desires to improve traffic flow and reduce congestion by building
a free flow acceleration lane on the Route 15 Bypass at Edwards Ferry Road, N.E.; and
WHEREAS, all funds would be from the Congestion Relief Fund; and
WHEREAS, the Director of Engineering and Public Works recommends this action, and has
determined that the project meets all program requirements including the ability of the town to complete
construction before July 1, 2004.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia adopts a
capital project to install an improved right turn lane on Edwards Ferry Road and an acceleration lane on

WHEREAS, the Director of Engineering and Public Works recommends this action, and has
determined that the project meets all program requirements including the ability of the town to complete
construction before July 1, 2004.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia adopts a
capital project to install an improved right turn lane on Edwards Ferry Road and an acceleration lane on
the Route 15 Bypass, and requests the Northern Virginia Transportation Authority recommend this
project to the CTB for funding by the Governor's Congestion Relief Fund.
