AMENDMENTS
AND ZONING
PROTECTION

TO THE LEESBURG ZONING
DISTRICT MAP REGARDING THE
DISTRICT AND CREEK VALLEY
BUFFERS DISTRICT AND REPEALING THE F-1 FLOODPLAIN
DISTRCT AND THE FLOOD HAZARD DISTRICT
WHEREAS, the goals and objectives of the 1997 Leesburg Town Plan include the
preservation of stream corridors for open space and flood control; and
WHEREAS, for purposes of clarity and ease of administration it is necessary to replace the
two separate floodplain districts applicable to different parts of the Town with a single floodplain
protection district to be administered town-wide; and
WHEREAS, to implement the goals and objectives of the Town Plan it is necessary to
create a zoning overlay district to protect certain natural stream corridors in the Town; and
WHEREAS, staff has identified areas bordering certain natural streams that warrant
inclusion in a Creek Valley Buffers District in accordance with the criteria set forth in the
Environmental Element of the Town Plan; and
WHEREAS, it is the desire and intent of Council to revise the Leesburg Zoning Ordinance
to incorporate the recommendations of the Town Plan; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town Leesburg in Virginia as follows:
SECTION I. The following amendments are hereby initiated and referred to the Planning
Commission for recommendation:

AND ZONING DISTRICT MAP REGARDING THE FLOODPLAIN
PROTECTION DISTRICT AND CREEK VALLEY BUFFERS DISTRICT
AND TO REPEAL THE F-1 FLOODPLAIN DISTRCT AND THE FLOOD
HAZARD DISTRICT
1. Repeal of Section 5C-"F-I" Floodplain District Regulations and Section 740
Regulatory 100 Year Flood Hazard District of the Zoning Ordinance to
establish a single Floodplain Protection District.
2. Amend the Official Zoning Map to remove the F-1 Floodplain and rezone the
affected properties to an appropriate base zoning district.
3.Establish a Creek Valley Buffers District in the Zoning Ordinance.
4. Amend the Official Zoning Map to include appropriate properties in the Creek
Valley Buffers District.
SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council
pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended.
