RESOLUTON NO. 2003-31 ADOPTED February 11, 2003
A RESOLUTION: AUTHORIZING AN AMENDMENT TO THE EMPLOYMENT
CONTRACT BETWEEN THE LEESBURG TOWN COUNCIL AND
TOWN MANAGER ROBERT S. NOE, JR.
WHEREAS, the Council and Manager desire to amend the Manager's employment
contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that Mr.
Noe's contract is amended by adding the following:
SECTION V. That Robert S. Noe, Jr., (RSN) be provided town health insurance for him
and his wife upon his retirement from VRS. For this, RSN will be required to pay the
same monthly amount for his wife and himself as employees who retired with the
maximum town service. Should town employees ever be given a choice among health
insurance plans (which includes health, dental, and eye) RSN shall be able to select any
plan from among those offered and be required to pay no more than employees, retired or
other, are required to pay for the same coverage. Should RSN relocate to an area where
in-network coverage is not available to him and his wife, RSN will be paid on a monthly
basis the same dollar amount that the town would contribute to him for in-network
coverage. His spouse will be entitled to the same health benefits as other spouses of
retired employees. Should his wife survive him, she shall be permitted to continue in the
town health insurance coverage program as outlined above or at her expense unless she
remarries which will terminate her coverage from town health plans.
