AUTHORIZING AN AMENDMENT TO THE BLACK & VEATCH
CORPORATION CONTRACT, IN THE AMOUNT OF $357,200.00, FOR
ENGINEERING SERVICES RELATED TO THE KENNETH B. ROI I.INS
WATER FILTRATION PLANT EXPANSION
WHEREAS, a final construction change order with Conewago Enterprises, Inc. (CEI) was
approved by Council, authorizing a 151 day time extension to the contract and collection of
$270,000.00 in liquidated damages from CEI for project delays; and
WHEREAS, engineering services fees have exceeded the authorized limit for services under
the Black & Veatch Corp. contract due to time delays and the contract extension; and
WHEREAS, the Director of Utilities recommends increasing the engineering services contract
with Black & Veatch Corp. by $357,200.00 to cover all outstanding engineering fees related to this
contract; and
WHEREAS, the final engineering costs for this project will be revenue neutral to the town.

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is hereby authorized to execute a contract amendment with Black &
Corporation, in the amount of $357,200.00, for expansion of the Kenneth B. Rollins Water
