Convened at 7:30 PM Town Hall
Members Present: Judy Cox, Chair; Myron Martin, Nancy Goodwin, Hilda Brody, Larry Carter
Rick Cannity, Frank Sheffield
Item 1- Minutes read from Jan. Meeting. Typo on Cox Motion noted_�and corrected.
Goodwin motion, Martin second for approval. Passed unanimously.
Item 2- Report from BOA by Judy Cox. Jan. 26th Rublic Hearing for John Hartley
Conditional Use Permit for 78 condos. Public support for project. Roger Dale
Stephens request for Conditional Use Permit for a Mobile Home Park. Public
expressed concern re: density.
On Feb. 2, 1982 the Board of Adjustment issued CUP's to both applicants and
granted a variance of 1 1/2 feet to Winstead Construction for a home on
Turner St. Also granted variance of 2 feet sideyard to same firm for a home
on Edward Street.
Report on the Mid -Lawn Antique Violation and BOA is taking action in the matter.
Hilda Brody and Myron Martin expressed concern for violations and urged caution
be used in variances etc.
Zoning Officer asked the Planning Board for a Permitted Use Table in re: Customary
Home Occupation. Discussion followed about the term '.'grandfather clause" and
"Non -conforming uses".
Chairman Cox appointed committee Mrs. Cox, Rick Haug, Rick Cannity and Hilda Brody
to study Customary Home Occupation. Committee to establish criteria for same
as well as Permitted Use Table.
Item 3 Goodwin Committee- Nancy Goodwin noted progress made in this large assignment.
Committee has created a table for regulations. Next meeting is Feb. 11, 1982.
Considerations made of A -R district and A-40 and also recommendations for a
5-10 year Land Use Plan.
Martin Committee- No report.
Brody Committee- No report.
Moore Committee- No report.
Miscellaneous Business: Rick Cannity presented problem CCB drive-in window creates
traffic hazard. Cannity motion, Brody second that: "That the Town Commissioners
notify CCB that the situation with the drive-in window presents a hazard to
the citizens of the Town. Therefore we recommend that the Bank immediately
pursue, with the help of the Planning Board, a revised parking lot layout,
traffic patterns and access to the drive-in window."
Discussion of problem followed. A memo is to be sent to the Commissioners,
with a copy of same and a cover letter to Paul Williams, Manager of CCB.
Zoning Officer asked for review of Rezoning Procedure form used by P.S. Form
was revised as attached. (See attachment 1)
The notification system for rezoning and CUP's and Variances was discussed
and noted to be amended in the ordinance. Applicant to assume responsibility
for same.
Next meeting scheduled for March 7, 1982 at 7:30 PM at Town Hall.
