HomeMy Public PortalAbout22-214 - Urging the Legislature to Support the Gender Equality Movement of the Brave Women and Men of IranRESOLUTION NO. 22-214 A RESOLUTION OF THE CITY OF CARSON, CALIFORNIA URGING THE LEGISLATURE TO SUPPORT THE GENDER EQUALITY MOVEMENT BY THE BRAVE WOMEN AND MEN OF IRAN WHEREAS, the City of Carson, its Mayor, City Council, and employees city-wide care deeply about gender equality and human rights; and WHEREAS, on September 16th, 2022, 22-year-old Mahsa Amini died while in custody of Islamic Republic of Iran’s “morality-police,” for not wearing her compulsory hijab, in accordance with the regime's stringent standards; and WHEREAS, following Mahsa Amini’s death, protests erupted in Iran nationwide and in more than 30 countries worldwide; and WHEREAS, in response to the protests, in fewer than 30 days, the government of Iran has killed over 185 people (approximately 21 of whom have been under 18): a specific case being Nika Shakarami, a 16-year- old protestor, whose mother alleges that security forces beat to death; and WHEREAS, in fewer than 30 days, thousands have been arrested/taken into custody while protesting - some are getting arrested simply for publicizing the events in Iran; and WHEREAS, to date, at least 29 journalists and reporters, many of them women and at least 20 human rights activists have been taken into custody; and WHEREAS, daily the number of deaths and people taken into custody are escalating exponentially and the Iranian regime continues to demonstrate blatant disregard for human rights and human life; and WHEREAS, worldwide, public officials and celebrities are openly showing their support for the People of Iran, some by cutting their own hair (e.g., Belgian foreign minister and Swedish parliament members). Other notable public figures showing support for the People of Iran range from Governor Newsom, former President Trump, current Vice President Kamala Harris, Angelina Jolie, Oprah Winfrey, Kim Kardashian, Kanye West, and Justin Bieber; and WHEREAS, various local agencies including City of Beverly Hills, City of Los Angeles and City of San Francisco have either formally denounced Amini’s death or, in support of the gender equality movement by the People of Iran, have passed formal resolutions of support; some have lit their city halls with illuminated Iranian flag colors or messages such as “Justice for Mahsa Amini”; and WHEREAS, countries around the world have taken an official stance on this issue with real measures to support the brave People of Iran, while the United States remains silent to date. For example, on October 7, 2022, Canada denounced the Iranian Revolutionary Guard Corp leadership as terrorists and banned 01007.0001/826714.1 RESOLUTION NO. 22-214 Page 1 of 3 over 10,000 of its members from entering Canada forever, thereby ensuring that Canada cannot be a haven. WHEREAS, the movement in Iran is beyond just Iran and the political issues in Iran; and WHEREAS, gender equality is a global issue: 70% of all people living in poverty are women, only 22% of world’s political leaders are women, 1 out of 3 women experience sexual or physical abuse, 750 million women and girls were married before the age of 18 and at least 200 million in 30 countries have undergone female genital mutilation; and WHEREAS, all people should support global gender equality and the United States should be taking all measures to support this important movement; and WHEREAS, the City Council urges the State of California Senate and Assembly to take a formal position on this issue and adopt a resolution or a proclamation urging the United States federal government to consider and adopt meaningful measures to support the People of Iran and this important gender equality movement in the Middle East. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARSON DOES HEREBY RESOLVE, FIND, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. The foregoing recitals are true and correct and are incorporated herein by reference. SECTION 2. That the Mayor and City Council of the City of Carson, California stand steadfast with all People of Iran on this important gender equality movement and in honor of all innocent people that fell victim to, and had their civil rights violated by the government of Iran in protest to gender inequality. SECTION 3. The City of Carson urges the California Legislature to also stand steadfast with the People of Iran by adopting a resolution or a proclamation urging the United States federal government to consider and adopt meaningful measures to support the People of Iran and this important gender equality movement in the Middle East. SECTION 4. Staff is ordered to forward a copy of this Resolution to the State of California Assembly, State of California Senate and our Congresswoman, the Honorable Nanette Diaz Barragan. SECTION 5. Should any provision, section, paragraph, sentence, or word of this Resolution be rendered or declared invalid by any final court action in a court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, sections, paragraphs, sentences, or words of this ' Resolution as hereby adopted shall remain in full force and effect. SECTION 6.
