A RESOLUTION:
APPROVING SPECIAL EXCEPTION #SE 2002-10, LEESBURG
BREWING COMPANY, TO PERMIT AN ON-SITE BREWING
FACILITY IN A RESTAURANT.
WHEREAS, Mr. Scott Zetterstrom has requested special exception approval to permit a
brewpub facility at 50 Catoctin Circle, N.E.; and
WHEREAS, the property is located in the B-2 (Established Corridor Commercial)
District; and
WHEREAS, on March 6, 2003, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on April 8, 2003, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the special exception standards for a brewpub
facility, as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE RESOLVED by the Town Council of Leesburg, Virginia as follows:
Special Exception application #SE 2002-10, Leesburg Brewing Company, Mr. Scott Zetterstrom,
50 Catoctin Circle, N.E., identified in the Loudoun County Land Records with Tax Map
Identification Number 48(27)1B 1, is hereby approved subject to the following conditions:
1. Approval of SE-2002-10 Leesburg Brewing Company does not express or imply
any waiver or modification of the requirements set forth in the Subdivision and
Land Development Regulations, the Zoning Ordinance, or the Design and
Construction Standards Manual. Final plats, development plans, and construction
drawings are subject to the applicable town regulations.

BREWING COMPANY
The applicant shall be in conformance with the Special ExceptiOn Plat prepared
by William H. Gordon& Associates, Inc. and dated April 9, 2001.
The applicant will screen the dumpster with an opaque material to a height of six
feet on three sides and by a gate at least five feet in height on the fourth side.
The applicant will utilize a typical non-venting installation where the stack
condenser uses water to cool the steam and causes it to condense to a liquid that is
piped to the sanitary sewer.
The applicant will be in conformance with all State Health Department and State
Department of Environmental Quality regulations.
