HomeMy Public PortalAbout2003_04_22_r068The Town of Leesburg, rg ma RESOLUTION NO. 2 0 0 3 - 6 8 A RESOLUTION: PRESENTED ADOPTED April 22, 2003 April 22, 2003 ADOPTING THE BUDGET, GENERAL FUND IN THE AMOUNT OF $32,975,523, UTILITIES FUND IN THE AMOUNT OF $25,808,694, AIRPORT FUND IN THE AMOUNT OF $4,181,373, AND CAPITAL PROJECTS FUND IN THE AMOUNT OF $6,309,633, SETTING THE TAX RATES, MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING JUNE 30, 2004, AND MAKING TRANSFER OF CAPITAL PROJECT FUNDS TO THE FY 2003 BUDGET WHEREAS, the budget for the fiscal year ending June 30, 2004, has been presented and reviewed by this Council in accordance with Section 15.2-2503 of the 1950 Code of Virginia, as amended; and and WHEREAS, Council met in budget workshop sessions on March 26 and 31, April 1, 9, and 11 2003; WHEREAS, three separate duly advertised public hearings, one on the proposed budget, one on the real estate tax rate, and one on the cigarette tax were held on April 8, 2003; and WHEREAS, the real estate tax rate for calendar year 2003 will remain at $0.22 per $100 of assessed valuation and personal property taxes will remain at $1.00 per $100 of assessed valuation; and WHEREAS, transfer of unexpended capital project and Irwin Uran Trust funds into the FY 2003 Budget is needed, to provide carryover funds to balance the FY 2004 Budget; and WHEREAS, the town manager recommends that the Town Council adopt the FY 2004 Budget, set the tax rates, and make appropriations for the fiscal year ending June 30, 2004 and transfer funds into the FY 2003 Budget. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The budget, a summary of which is attached, for the fiscal year beginning July 1, 2003 and ending June 30, 2004, is adopted and appropriations are made to include the adjusted totals proposed to the categories and accounts of the General Fund in the amount of $32,975,523, Utilities Fund in the amount of $25,808,694, Airport Fund in the amount of $4,181,373 and capital projects funds in the amount of $6,309,633 provided that capital projects funds appropriations shall remain in effect until the projects are completed. A RESOLUTION: -2- ADOPTING THE BUDGET, GENERAL FUND IN THE AMOUNT OF $32,975,523, UTILITIES FUND IN THE AMOUNT OF $25,808,694, AIRPORT FUND IN THE AMOUNT OF $4,181,373, AND CAPITAL PROJECTS FUND IN THE AMOUNT OF $6,309,633, SETTING THE TAX RATES, MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING JUNE 30, 2004, AND MAKING TRANSFER OF CAPITAL PROJECT FUNDS TO THE FY 2003 BUDGET SECTION II. The town manager is authorized to transfer appropriations made herein to accounts within the same departmental budget as long as the total appropriation for the department is not adjusted. SECTION 11I. The tax rates for real estate and personal property will remain in effect for the calendar year 2003 at the current rates of $0.22 per $100 of assessed value and $1.00 per $100 of assessed value respectively. SECTION IV. The town manager is authorized to transfer $705,000 in unexpended capital projects funds from Chancellor Street, Fairview Street, Woodberry Road, Ida Lee Recreation Center, Freedom Park, and Soccer Fields Building projects into the FY 2003 General Fund Budget. SECTION V. The Council hereby authorizes the town manager to transfer $350,000 fi'om the Irwin Uran Trust Fund into the capital account for land acquisition ora school site approved as part of the FY 2001- 2005 Capital Improvements Program.
