RESOLUTION NO. 2003-77 ADOPTED May 13, 2003
A RESOLUTION: AWARDING A CONSTRUCTION MANAGEMENT SERVICES
CONTRACT TO ALPHA CORPORATION IN THE AMOUNT OF
$268,330.68 FOR THE EAST MARKET STREET WIDENING
PROJECT, CONTINGENT UPON THE PRE-AWARD AUDIT BY
THE VIRGINIA DEPARTMENT OF TRANSPORTATION
WHEREAS, the Town Council on April 22, 2003 adopted Resolution //2003-67 awarding a
Construction Contract for the East Market Street Widening Project to Rustler Construction in the amount
of $1,652,902.20 contingent upon full execution of the Town of Leesburg/Virginia Department of
Transportation Agreement (VDOT); and
WHEREAS, the Town Manager and VDOT have executed this Agreement; and
WHEREAS, the East Market Street Widening Project is fully funded by VDOT through the
Regional Surface Transportation Program (RSTP) and will be administered by the Town; and
WHEREAS, the total project cost including engineering, inspection, construction and
construction management is anticipated to not exceed the project budget of $3,203,000.00; and
WHEREAS, in response to a Request for Proposals for Construction Management Services, the
Town received seven (7) proposals; and
WHEREAS, 'proposals were evaluated by a selection committee in accordance with the
requirements of the Town Purchasing PolicY and the requirements of the Request for Proposals; and
WHEREAS, the following seven (7) construction management firms submitted proposals and
were interviewed by the selection committee:
Alpha Corporation of Dulles, Virginia
· KCI Technologies, of Hunt Valley, Maryland
· The Louis Berger Group, Inc., of Richmond, Virginia
· McDonough Bolyard Peck of Fairfax, Virginia
· Parsons Brinckerhoff Construction Services, Inc., of Hemdon, Virginia
· Volkert & Associates, Inc., of Alexandria, Virginia
· Wilbur Smith Associates of Falls Church, Virginia
; and

PROJECT, CONTINGENT UPON THE PRE-AWARD AUDIT BY THE
VIRGINIA DEPARTMENT OF TRANSPORTATION
WHEREAS, Alpha Corporation was the company rated fin'st by the selection committee; and
WHEREAS, VDOT will perform the pre-award audit of Alpha Corporation overhead expenses
and hourly rates; and
WHEREAS, the Capital Projects Administrator and the Director of Engineering and Public
Works recommend award of a contract in the negotiated amount of $268,330.68 for Construction
Management Services for the East Market Street Widening Project to Alpha Corporation, contingent upon
the pre-award audit.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is authorized to execute a contract, in a form approved by the Town
Attorney, for Construction Management Services with Alpha Corporation in the amount of $268,330.68
contingent upon the pre-award audit performed by VDOT.
