HomeMy Public PortalAbout2003_05_13_r078 Amending the Personnel Manual regarding Surviving Spouse BenefitsThe Town of Leesburg, ,,_ irglnla PRESENTED May 13, 2003 RESOLUTION NO. 2003-78 ADOPTED May 13, 2003 ARESOLUTION: APPROVING AMENDMENTS TO SECTION 12.1-52 OF TI-IE PERSONNEL MANUAL REGARDING RETIREE AND SURVIVING SPOUSE HEALTH INSURANCE BENEFITS WHEREAS, employees eligible for retirement with 15 to 19 years of service or with more than 20 years of service with the town are eligible to participate in the health insurance program after retirement, paying different premium levels based upon length of service with the town; and WHEREAS, increased mobility in the nation's workforce has resulted in the availability of prospective employees at more senior levels, both in work experience and age; and WHEREAS, making health insurance benefits available to retirees with 10 to14 years of town service will help attract and retain high quality employees; and WHEREAS, surviving spouses of retirees are eligible under COBRA to continue health insurance coverage for only three years before seeking alternative health insurance; and WHEREAS, .the Council wishes to amend Section 12.1-52 to extend the health insurance benefit to retirees with 10 to 14 years of town service and to extend coverage for more than three years to surviving spouses of retired employees; and WHEREAS, staff recommends approval. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia: A RESOLUTION: APPROVING AMENDMENTS TO SECTION 12.1-52 OF THE PERSONNEL MANUAL REGARDING RETIREE AND SURVIVING SPOUSE HEALTH INSURANCE BENEFITS SECTION 12.1-52, Life and Health Insurance, is hereby amended as follows: (a) All employees of the town, unless provided otherwise by these rules, are required to participate in group life and disability income programs as approved by the Town Council. The town shall pay all of the total monthly individual premiums for said coverage described above. Town employees shall pay a portion, as determined by the town manager, of their own health insurance premiums, as well as a portion for their spouse, family or other dependent coverage when such coverage is requested by the employee. (b) Employees eligible for retirement benefits under the state retirement system with a minimum of 10 years of town service shall be eligible to participate in the town's group health insurance until the employee becomes eligible for supplemental Medicare insurance. (1) Employees with 20 years or more of town service who retired on or before December 31, 2002, may participate in the health insurance plan at no cost to them. These retirees also shall be provided supplemental Medicare insurance at no cost when they become eligible. (2) Employees eligible for retirement benefits under the state retirement system with 20 years or more of town service who retire after December 31, 2002 shall pay a portion of the individual health insurance premium or the supplemental Medicare insurance program as determined by the town manager. A RESOLUTION: APPROVING AMENDMENTS TO SECTION 12.1-52 OF THE PERSONNEL MANUAL REGARDING RETIREE AND SURVIVING SPOUSE HEALTH INSURANCE BENEFITS (3) Employees eligible for retirement benefits under the state retirement system with at least 15 but less than 20 years of town service shall be required to pay one-half of the monthly individual health insurance premium and supplemental Medicare insurance. (4) Employees eligible for retirement benefits under the state retirement system with at least 10 years but less than 15 years of town service shall be required to pay a portion of their own health insurance premiums and supplemental Medicare insurance as determined by the town manager. (5) Retired employees participating in the plan shall pay all additional premiums for spouse or other dependent coverage requested by the retiree. (6) A surviving spouse of a retired town employee may continue to participate in the town's health insurance program entirely at his/her own cost until the spouse remarries or is eligible to convert to Medicare coverage. When eligible for Medicare coverage, a surviving spouse that remains unmarried may participate in the town's supplemental insurance program at his/her own cost. PASSED this 13th day of May 2003.
