RESOLUTION NO. 2003-81 ADOPTED May 13, 2003
A RESOLUTION: SUPPORTING THE SPECIAL EXCEPTION FROM PERFORMANCE
STANDARDS SOUGHT BY THE LOUDOUN JEWISH
CONGREGATION
WHEREAS, the Loudoun Jewish Congregation seeks to build the first synagogue in
Loudoun County; and
WHEREAS, the Loudoun Jewish Congregation wishes to build the synagogue on
property it owns, consisting of approximately 9.72 acres of land zoned AR-l, located at 19357
Evergreen Mills Road, and further identified as Loudoun County Tax Map 60, Parcel IF, MCPI
Number 234-45-6809; and
WHEREAS, the proposed synagogue will be located in the Leesburg Joint Land
Management Area of Loudoun County; and
WHEREAS, the proposed synagogue is a permitted land use in the AR-1 zoning district;
and
WHEREAS, the site conditions and regulatory constraints of 19357 Evergreen Mills
Road are such that the 9.72-acre property contains only about 4,000 square feet of buildable land
area; and
WHEREAS, the Loudoun Jewish Congregation submitted an application to Loudoun
County, seeking a Special Exception from the required building setback, lot size, and floor area
ratio performance standards set forth in Section 5-639 of the Revised 1993 Loudoun County
Zoning Ordinance, in order to build on the property; and
WHEREAS, t he application w as o ~cially accepted for review o n April 1 7, 2 003 a nd
assigned application number 2003-0007; and
WHEREAS the Loudoun County Planning Commission is to conduct a public hearing on
said application on May 21, 2003; and
WHEREAS the Loudoun County Board of Supervisors is to conduct a public hearing on
said application on June 3, 2003.

STANDARDS SOUGHT BY THE LOUDOUN JEWISH CONGREGATION
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
synagogue proposed by the Loudoun Jewish Congregation will be a positive addition to the
Leesburg Joint Land Management Area, and approval of the Special Exception Application
seeking modification of the performance standards as they pertain to lot size, floor area ratio, and
building line setback on property described as MCPI Number 234-45-6809, is hereby granted the
support of the Leesburg Town Council.
