RESOLUTION NO. 2003-89 ADOPTED May 28, 2003
A RESOLUTION: AWARDING THE ANNUAL CONTRACT FOR REFUSE AND
RECYCLING COLLECTION SERVICES TO CON-SERVE
INDUSTRIES, INC. IN THE AMOUNT OF $1,887,123.00
WHEREAS, the current contract for Refuse and Recycling Collection expires on June 30,
2003; and
WHEREAS, the Leesburg Environmental Advisory Commission requested that
additional recycling services for both residential and business customers be included in a new
contract; and
WHEREAS, sealed bids for Refuse and Recycling Collection Services that included bid
alternates for additional recycling services were opened on Friday, April 18, 2003 at 2:00 p.m.
The following bids were received:

WHEREAS, the bids have been checked and evaluated for accuracy and compliance with
bid documents and the lowest base bid plus alternates is $1,887,123.00 from Conserve
Industries, Inc. (CSI).
WHEREAS, the bid from CSI provides the maximum service at the lowest cost; and
WHEREAS, the terms of the contract provide for an initial one year period, which may
be extended for four additional years; and

INDUSTR1F~S, INC. IN THE AMOUNT OF $1,887,123.00
WHEREAS, the FY2004 Budget for Refuse and Recycling has sufficient funds for award
of the base contract plus the four additional items; and
WHEREAS, the Director of Engineering and Public Works recommends award of the
FY2004 Refuse and Recycling Collection Contract to CSI.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The town manager is hereby authorized to enter into a contract with Con-Serve
Industries, Inc. to provide town refuse and recycling collection service for the period of July 1,
2003 to June 30, 2004 in accordance with the terms of the bidding documents dated April 2003
and the unit prices and total bid of $1,887,123.00 for the base bid plus all four bid alternates in
the proposal received on April 18, 2003.
