A RESOLUTION: pRESENTED May 28, 2003 2 0 0 3- 9 0 ADOPTED May 28, 2003 SUPPORTING THE LOUDOUN HOSPITAL CENTER'S EXPANSION OF THE CORNWALL CAMPUS WHEREAS, the Town of Leesburg is located in the southwestern part of Loudoun County where residents are experiencing increasingly long traffic delays in reaching healthcare facilities east of Leesburg; and WHEREAS, in response to requests from western Loudoun residents, from rescue squads located in western Loudoun County and from all of the towns in Loudoun County, Loudoun Hospital Center opened the Emergency Department at its Cornwall Street campus at the former hospital location in the western edge of the Town of Leesburg; and WHEREAS, important services that are vital to the community are located on the Cornwall Campus. These services include the 100-bed Loudoun Nursing and Rehabilitation Center, the 12-bed Psychiatric In-patient Unit of the hospital, Physical Medicine and Rehabilitation Services, and various administrative components of Loudoun Hospital Center and Loudoun Healthcare, Inc. In addition, space is being leased to Loudoun County for governmental services, and space is being provided free of charge to the State Health Department's Women, Infant, and Children's Program for a full-service Center as well as to the non-profit Catoctin Foundation's Loudoun Community Free Clinic; and WHEREAS, after the Emergency Department opened at the Cornwall Campus in Leesburg in January 2003, western Loudoun residents gfiined significant access and convenience to emergency care, resulting in material improvement in patient outcomes; and RESOLUTION: -2- SUPPORTING LOUDOUN HOSPITAL CENTER'S EXPANSION OF THE CORNWALL CAMPUS WHEREAS, rescue squads and emergency vehicles have saved time and resources by virtue of the travel time saved; and WHEREAS, a committee was formed in January 2003 to review and make recommendations concerning additional services that could be operated at the Cornwall Campus, and assure that access to healthcare services be improved for residents of western, central and northern Loudoun County. (The Committee is called Western Loudoun Medical Center Development Committee and is comprised of residents, governmental officials and LHC administrators); and WHEREAS, the Committee met on numerous occasions from January through April 2003, and met with representatives from the HSANV and the State Department of Health/COPN staff; and WHEREAS, the Committee, on April 29, 2003 made a series of recommendations to the Loudoun Hospital Center and Loudoun Healthcare, Inc. Board of Directors, including a recommendation that serious consideration should be given to seeking a Certificate of Public need to operate licensed acute care beds at the Cornwall Campus; and WHEREAS, on May 2, 2003 the Board of Directors of Loudoun Hospital Center and Loudoun Healthcare, Inc. affirmed its intention to commence revitalization of the Cornwall Campus of Loudoun Hospital Center to serve residents of western, central and northern Loudoun County and to expeditiously pursue the Committee's recommendations; and WHEREAS, the Town of Leesburg supports the reestablishment of an acute care hospital at the Western Loudoun Medical Center (Cornwall Campus) and hereby affirms the important need to locate healthcare resources at the Western Loudoun Medical Center (the Cornwall Campus). RESOLUTION: -3- SUPPORTING LOUDOUN HOSPITAL CENTER'S EXPANSION OF THE CO--ALL CAMPUS THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby declares its unqualified support for the revitalization of the Cornwall Campus of Loudoun Hospital Center and the reestablishment of an acute care hospital at the Western Loudoun Medical Center (Cornwall Campus) and directs that this resolution be submitted to the Virginia Department of Health for appropriate action, and to the Loudoun County Board of Supervisors with a request that the Board of Supervisors join with the Town of Leesburg to endorse the expansion of services at the Cornwall Campus.
