APPROVING PERSHING AVENUE IMPROVEMENTS TO INCLUDE
WDENING THE ROADWAY TO 36 FEET AND INSTALLING
SIDEWALKS ON BOTH SIDES EXCEPT BETWEEN MARKET
STREET AND THE ALLEY LOCATED AT APPROXIMATELY 650
FEET NORTH WHICH WILL BE 30 FEET WITH A SDEWALK ON
THE WEST SIDE ONLY
WHEREAS, Pershing Avenue is only 17 to 19 feet wide, without curb, gutter or
sidewalk; and
WHEREAS, the Wilson/Pershing Avenue Street Improvement Project is a funded street
improvement capital project; and
WHEREAS, the installation of curb and gutter, sidewalk, and drainage system
improvements are necessary to better control stormwater runoff and to provide safe vehicular
and pedestrian access; and
WHEREAS, the Capital Projects Administrator and the Director of Engineering and
Public Works recommend a 36-foot roadway width that will allow parking on both sides, or a 30
foot roadway width that will allow parking on one side only, in accordance with Design &
Construction Standards Manual; and
WHEREAS, the residents on both Wilson and Pershing Avenues have been kept
informed of the status of this project and were invited to attend special neighborhood input
meetings and Town Council meetings to learn about the project; and
WHEREAS, comments from concerned neighbors and citizens have been received and
reviewed by Town Council and town staff; and

FEET NORTH WHICH WILL BE 30 FEET WITH A SIDEWALK ON
THE WEST SIDE ONLY
WHEREAS, a street width of 30 feet for Pershing Avenue from Market Street to to the
alley approximately 650 feet north which will lessen the impact on existing trees, an old stone
wall and homes.
THEREFORE, RESOLVED by the CoUncil of the Town of Leesburg in Virginia as
follows:
Town Staff is directed to proceed with the following street widths and sidewalk locations
for Pershing Avenue.
From Market Street to the alley located at approximately 650 feet north of Market Street,
widen the pavement to a consistent width of 30-feet, install concrete curb and gutter on both
sides, install a concrete sidewalk on the west side only, and allow parking on the west side only.
From the same alley north to the end of the street, widen the pavement to a consistent
width of 36-feet, install concrete curb and gutter and concrete sidewalk on both sides, allow
parking on both sides and install a cul-de-sac at the end.
