ADOPTED June 24, 2003
A RESOLUTION:
ADOPTING A VISION STATEMENT FOR THE TOWN OF
LEESBURG
WHEREAS, the Town Council met in a retreat setting on March 1, 2003 to discuss the
preferred future of the Town of Leesburg; and
WHEREAS, the Town Council desires to adopt a Vision Statement to set a positive and
inspiring picture Leesburg's future; and
WHEREAS, the staff recommends the Council adopt an official vision statement to guide
the direction of town planning, programs and activities.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The attached Vision Statement of the Town of Leesburg dated June 24, 2003 is adopted.
PASSED this 24th day of June 2003.

VISION STATEMENT FOR THE TOWN OF LEESBURG
June 24, 2003
The Vision for the Town of Leesburg is to be neighborly, safe, business
friendly, affordable, well planned, and community oriented while maintaining
respect for historic integrity and cultural diversity, with great opportunities
for all citizens.
Community of Good Neighbors
Leesburg will be a community that works
well together. Community participation is
the foundation of government decision-
making. It is a place where citizens feel the
town government is customer service
oriented, respectful and responsive to their
concerns and issues; where citizens feel a
sense of ownership of what happens so that
they say, "Leesburg is our town."
Safe Community & Environment
Leesburg is dedicated to the safety, health,
and welfare of its citizens. The Town will
provide effective community policing and
emergency preparedness and will
communicate public safety information to
'~itizens in a timely manner.
The Town will provide an abundant supply of
clean water and promote specific
environmental goals, working as an
advocate for our citizens to create and
implement policy based on sound science,
and a knowledgeable and involved public.
Business Friendly
Leesburg will be a partner for business
solutions rather than a barrier to success.
The Town will promote a robust, diverse,
prosperous, and self-sustaining economy,
sufficient to meet the needs and future
aspirations of businesses and citizens.
Affordable
Leesburg is where residents can live, work,
and enjoy the pursuit of happiness. We will
be a government that lessens bureaucracy,
increases customer focus, encourages
9fficiency, and promotes technology.
Well Planned and Community Oriented
Leesburg will plan for economically
sustainable growth, which holds
neighborhoods of character as the essential
building blocks of a well-balanced
community. Future growth will be carefully
planned to improve our quality of life, while
retaining our sense of small town and
neighborhood.
Leesburg will be a place where the beauty of
its natural and historic vistas reflects the
Town's high standards and attention to
detail for architecture, landscaping, and
preservation. Its gateways, parks, buildings,
and streets will be aesthetically pleasing,
welcoming all to enjoy the Town's amenities.
Historic Integrity
Leesburg will preserve the Town's historical
heritage and character. Old buildings will
continue to be historically documented and
preserved. New buildings should be
designed to compliment the historic fabric of
the Town.
Cultural Diversity
Leesburg will be a Town of social and
economic opportunity that has a diverse
economy and a wide range of social,
recreational, cultural, and artistic amenities,
and services that enhance a sense/spirit of
community. The town will encourage safe,
free flowing, pedestrian friendly, accessible,
and well thought out transportation services.
Great Opportunities
Leesburg will promote a thriving economy
with a wide range of social, recreational,
cultural, and artistic amenities and services.
Leesburg will be known as the community that symbolizes the goodness of the American
spirit, the ingenuity of the American dream, and a sense of purpose shared by all.
