A RESOLUTION: INITIATING REPLANNING AND EXPEDITING PROCESSING FOR BARBER
& ROSS COMPANY
WHEREAS, the Barber & Ross Company is an employer of at least three hundred
employees in a manufacturing facility located within the Town of Leesburg B-2 zoning district at
the intersections of Harrison Street and Catoctin Circle; and
WHEREAS, the Barber & Ross Company desires to expand its business within the Town
of Leesburg but is unable to do so at its present site due to the size of the Barber & Ross parcel;
and
WHEREAS, The Peterson Companies own a tract of approximately 158 acres zoned I-1 at
the intersection of East Market Street and proposed Cross Trail Boulevard at the eastern-most
entry to the Town of Leesburg; and
WHEREAS, The Peterson Companies and the Barber & Ross Company have engaged in
negotiations concerning the sale of a portion of The Peterson Companies' property at the
southeast comer of proposed Cross Trail Boulevard and East Market Street; and
WHEREAS, the Town Plan Transportation Element, pages 8-1 through 8-26 including
Map 8-1, illustrate a cloverleaf design for a proposed grade-separated interchange at proposed
Cross Trail Boulevard and East Market Street; as well as a major arterial, Cross Trail Boulevard;
and a through collector, Russell Branch Parkway, upon or adjacent to the parcel of The Peterson
Companies' tract to be sold to the Barber & Ross Company; and

WHEREAS, changed circumstances may wan'ant the possible reconsideration of a
cloverleaf interchange at East Market Street and proposed Cross Trail Boulevard and
reconsideration of the classification and location of proposed Russell Branch Parkway on The
Peterson Companies' property; and
WHEREAS, Town Council desires to make every reasonable effort to retain the Barber
& Ross Company within the Town of Leesburg and encourage development at the eastern-most
entry of the Town of Leesburg; and
WHEREAS, the Town Plan states goals to provide direction for the economic
development activities of the Town:
· Retain and expand a diversified economic structure and employment base
· Encourage additional employment opportunities for Leesburg residents
· Sustain the Town's fiscal health through a diverse and expanding commercial tax
base; and
WHEREAS, the Town Plan lists objectives to foster economic development activities
that include the following:
· Ensure adequate and suitable land is available for commercial and industrial uses.
· Capitalize on existing employment strengths to attract additional employment.
· Establish a business retention program to encourage maintenance and expansion
of existing firms.
· Create a positive business environment through efficient development review and
the granting of permits, a customer service orientation and greater interaction with
the business community; and

WHEREAS, expedited processing of a Town Plan amendment that facilitates retention of
the long-standing and highly valued Barber & Ross Company and concurrent processing of a
preliminary development plan for Barber & Ross on The Peterson Companies' tract will fulfill
the Town Plan economic goals and objectives.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Town Council hereby initiates an amendment of the Transportation
Element of the Town Plan to:
a. Consider a diamond-shaped interchange at the intersection of East Market Street
and proposed Cross Trail Boulevard.
b. Consider the classification and location of Russell Branch Parkway on The
Peterson Companies' tract and whether construction of a through collector across
The Peterson Companies' tract is warranted.
c. Expeditiously process such plan amendment for joint review by Town Council
and the Town Planning Commission concurrently with a preliminary development
plan and if necessary a special exception for Barber & Ross on The Peterson
Companies' tract to facilitate approvals necessary to retain the Barber & Ross
Company as a major employer in the Town of Leesburg.
