A RESOLUTION: PRESENTED October 15, 2003 2003-135 ADOPTED October 15, 2003 AUTHORIZING THE TOWN MANAGER TO ENTER INTO AGREEMENT WITH PBGH CERTIFIED PUBLIC ACCOUNTS TO CONDUCT A TEST OF TOWN PURCHASE CARD TRANSACTIONS ESTIMATED AT $15,000 PLUS OUT-OF-POCKET EXPENSES WHEREAS, the certified public accounting firm of PBGH has submitted a preliminary scope of work to test the town purchase card transactions; and WHEREAS, the firm may, upon further consultation with the town manager use a forensics specialist to interview up to twenty individual employees to gain information regarding their knowledge of suspicious or fraudulent uses of town purchase cards; and WHEREAS, the firm estimates the fees for this engagement to be between $15,000 to $25,000; and WHEREAS, the Town Manager is directed to use due diligence in ensuring the cost and benefit to such activities are appropriate given the use of public tax dollars to be reallocated from the town's general fund budget; and THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Manager is authorized to enter into agreement with PBGH Certified Public Accounts to conduct a test of town purchase card transactions, estimated at $15,000 plus out-of-pocket expenses based on the letter proposal from PBGH dated October 10, 2003.
