August 5, 1982
Meeting convened at 7:30 PM.
Members present: Chairman Sheffield, Hilda Brody, Rick Cannity, Art Plambeck, Myron Martin,
Nancy Goodwin, Josephine Holman, Judy Cox.
Old Business
The need for the draft of contract for the James Bennett Subdivision was discussed. A draft
by Rick Haug was discussed, with concerns expressed on County acceptance and Town approval.
CCB traffic problem was discussed. CCB is to bring a plan, Aug. 19, 1982 to the Historic
District Commission. Planning Board will be notified of the plan.
Item # 3 of Agenda- Dynasty Corporation and James J. Freeland. Alois Callemyn, RLS, spoke
as a representative for the company and Mr. Freeland. Pointed out the location of the
subdivision request was some 3 plus acres out of 22 plus acres. This property is located
adjacent to Boone Square (Riggsbee Tire), just south. The private driveway for access
is known as REbecca Drive. It was noted that there was a 100 foot R/W by the DOT for
South Churton St. Rebecca Drive converges with this right of way to form a 150 r/w on
the south end of the proposed parcel of land. Mr. Calle-myA said he would refer the following
questions to Dynasty for an answer: 1. Status of Rebecca Drive, public or private?
2. Drainage and soil erosion plans ?
3. Other access roads?
4. Steep bank- whose r/w does it belong to? What plans
for the bank?
5. Pavement of the property, its location and the
of the total lot to be paved
6. Soil and erosion control plans?
Mr. Callemyn is to confer with Rick Cannity on the reponse by Dynasty.
Item # 4- Home Occupation. Chairman Sheffield presented a handout for same and much discussion
ensued. Myron Martin made the following motion, "That the presentation be used as substitute
language for the Home Occupation amendment being forwarded to the Town Board and urge the
Town Board to adopt same." Judy Cox second. Motion passed unanimously. (See attachment)
Item #2- South Hillsborough Development presentation by Fred Luce, Orange County Planner.
Mr. Luce gave a brief summary of the background of the Orange County Land Use Plan -The
process began in Jan. of 1979 and continued through Feb. of 1981. Seven townships and
its citizenry were involved in the process. Finally, in Sept. of 1981, the Land Use Plan
was adopted by the County Commissioners. Mr. Luce was asked what impact the development
of I-40 would have on the Flint Ridge area south of I-85. Mr. Luce responded that it
depended on sewer line extension. Mr. Luce pointed out the development of Cornwallis
Hills, Cates Farm and the Timbers all impacted on the ared of I-85 and Hwy 86 and the
Orange Grove Rd. area. Mr. Luce noted there would be a lot by lot study of some areas
for industrial development for the future. Copies of the Land Use Plan are at Town Hall
and also the local Library. Gary Anders expressed the need for coordination of county
and local planners in their efforts. David Smudski cited water, sewer and school needs
should be coordinated with the Board of Education.
Judy Cox then reported on a Long Range Use Plan for the quadrant of land south of
I-85. (See attachment) In her report there was a call for a committee to be established.
Chairman Sheffield appointed Barbara Page to chair same. Hilda Brody, Rick Cannity, Judy
Cox, Art Plambeck and John Dorward were also named to the committee. The Chairman,
:rank Sheffield, said he would like to make an additional committee appointment from
one of the study area residents and one from the development community. It was suggested
that a member of the Board of Education/County Planning be invited also.

#5- Committee Reports:
Nancy Goodwin, chair.of Section 8, stated that the definition section was completed and
the committee would start on Conditional Uses on August 12th at the next meeting.
Frank Sheffield, chair of Section 9 (Mobile Homes) had met three times with two work
sessions. Recommendations on types of mobile homes, Class A, B etc. be restricted to some
zoning districts. Residential districts as well as mobile home parks would have different
requirements.
Judy Cox, chair of Section 10 reported. Handouts of the committee were presented. It was
noted a need for editing to bring the section in line with the work of Section 8. The
committee has completed its amendment process and presented an excellent report.
Next meeting will be August 19, 1982. A special session.
