A RESOLUTION: PRESENTED October 15, 2003 2003-138 ADOPTED October 15, 2003 REQUESTING THAT THE BOARD OF SUPERVISORS OF THE COUNTY OF LOUDOUN DENY THE SPECIAL EXCEPTION APPLICATION OF BROTHERS CONCRETE CONSTRUCTION, INC. FOR A CONCRETE MIXING PLANT (CASE NO. SPEX 2002-0020) WHEREAS, the subject property, a 6.86 acre parcel of land on Cochran Mill Road adjacent to the W&OD Trail is located within the Leesburg Joint Land Management Area; and WHEREAS, the site is governed by the Loudoun County Revised General Plan and the Leesburg Area Management Plan (LAMP) policies; and WHEREAS, the applicant proposes a new business which includes a construction company, storage area for large vehicles and equipment, and a concrete mixing plant; and WHEREAS, the subject location is not appropriate for a new heavy industrial business since it intended by the County and the Town to transition to lighter industrial and office uses; and WHEREAS, the proposed concrete mixing plant is not compatible with the County Plan or the LAMP which designate the site for business use (office and light industrial); and WHEREAS, the proposed concrete mixing plant is not compatible with the 1997 Leesburg Town Plan Urban Growth Area which designates the site for Business llI (Employment) intended for light industrial/flex uses; and WHEREAS, the proposed concrete mixing plant is not compatible with the W&OD Trail, which is a resource and major attraction for the Town and the region; and WHEREAS, the Loudoun County staff recommendation that the concrete mixing plant be permitted and allowed to "exist until the quarry ceases" defeats the purpose and intent of land use planning and both the County and Town plans; and -2- A RESOLUTION: REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOUDOUN DENY THE SPECIAL EXCEPTION APPLICATION OF BROTHERS CONCRETE CONSTRUCTION, INC. FOR A CONCRETE MIXING PLA3qT (CASE NO. SPEX 2002-0020) WHEREAS, the proposed concrete mixing plant would preclude appropriate economic developmem and increased job creation efforts for the entire surrounding area; THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: that the Board of Supervisors deny the Special Exception application of Brothers Concrete Construction, Inc. for a concrete mixing plant (Case No. SPEX 2002-0020).
