A RESOLUTION:
APPROVING SPECIAL EXCEPTION SE 2003-02, LEESBURG AUTO
FINANCE ANNEX, TO PERMIT A VEHICLE STORAGE, SALES,
AND SERVICE USE
WHEREAS, Mr. Terry L. Crigger, Jr., has requested special exception approval to permit
a vehicle storage, sales, and service use at 310A Parker Court; and
WHEREAS, the property is located in the B-2 (Established Corridor Commercial)
District, and H-2 (Historic Corridor Overlay) District; and
WHEREAS, on September 4, 2003, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on October 15, 2003, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the special exception standards for a vehicle storage,
sales, and service use, as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE RESOLVED by the Town Council of Leesburg, Virginia as follows:
Special Exception application SE 2003-02, Leesburg Auto Finance Annex, identified in the
Loudoun County Land Records with Parcel Identification Numbers 231-20-2718-00, is hereby
approved subject to the following conditions:
1. The applicant shall verify and incorporate necessary measures for storm water
management in accordance with Loudoun County storm water management criteria in
force prior to development plan approval.
2. All structures to be built on-site, including the style of lighting fixtures, signage, and
fencing is to be approved by the Board of Architectural Review prior to development
plan approval.
3. All satellite dish antennae shall be relocated to comply with Article 10, Section
10.4.5.C.8.b of the Zoning Ordinance adopted February 25, 2003, prior to development
plan approval.
4. The applicant shall maintain compliance with the Virginia Statewide Fire Prevention
Code and the BOCA Building Code.

5. All lighting will be in conformance with the lighting plan dated March 2003 and revised
through August 11, 2003.
6. This special exception shall be in substantial conformance with the special exception plan
dated March 2003 and revised through August 11, 2003.
