REQUESTING TRANSPORTATION FUNDING FROM LOUDOUN
COUNTY AND THE LOUDOUN COUNTY SCHOOL BOARD FOR
TURN LANES AND A TRAFFIC SIGNAL AT EVERGREEN MiLL
ROAD AND TOLBERT LANE
WHEREAS, the safety of Loudoun County children is among the town's and county's
highest priorities; and
WHEREAS, traffic on Evergreen Mill Road has increased 58% in the last five years; and
WHEREAS, three (3) Loudoun County schools and a park are located on Evergreen Mill
Road within the Town of Leesburg; and
WHEREAS, the number of inexperienced drivers using Evergreen Mill Road will increase
substantially as the enrollment of Heritage High School swells; and
WHEREAS, school bus ingress and egress to the schools are critical to the safety of the
students; and
WHEREAS, it was determined that a left-tum lane is warranted on Evergreen Mill Road at
Tolbert Lane; and
WHEREAS, a right-turn lane is warranted on Tolbert Lane at Evergreen Mill Road; and
WHEREAS, a traffic signal at Evergreen Mill Road and Tolbert Lane could be warranted in
2005 or sooner.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The town is committed to working cooperatively with the Board of Supervisors and the
School Board to address the following important needs of the Town of Leesburg that are

recommended for funding during the next 18 months. The town requests the Board of Supervisors
and the School Board to include funding to the extent permitted by law for the following projects.
1. Southbound left-tm lane on Evergreen Mill Road at Tolbert Lane
2. Westbound fight-mm lane on Tolbert Lane and Evergreen Mill Road
3. Traffic signal at Evergreen Mill Road and Tolbert Lane
