A RESOLUTION: TOWN MANAGER REVIEW OF EXPENDITURES
WHEREAS, best accounting practices suggest all employee expenditures on behalf of the
Town of Leesburg should be reviewed by the employee's immediate supervisor; and
WHEREAS, credit card abuses have left our citizens with a loss of confidence that their tax
dollars are being used judiciously; and
WHEREAS, it has not been the policy or practice of the Town Manager to review purchase
card expenditures of his direct reporting employees; and
WHEREAS, Council desires that the Town Manager take extra steps necessary to prevent
further abuse of expenditures.
THEREFORE, RESOLVED by the Town Council of Leesburg in Virginia that the Town
Manager is hereby directed to review all expenditures, including purchase cards and other direct
means, of each employee reporting directly to him and ensure that this procedure is followed by
supervisors at all levels. .
