APPROVING THE HARRISON STREET PROJECT DESIGN TO
INCLUDE A ROADWAY WIDTH OF 26-FEET WITH NO ON-
STREET PARKING, BRICK SIDEWALKS ON BOTH SIDES OF THE
STREET, AND ASPHALT IMPRINTED CROSSWALKS ON
HARRISON STREET AT EDWA~S FERRY ROAD AND AT
NORTH STREET
WHEREAS, the Harrison Street Sidewalk Improvements Project is a funded street
improvement capital project; and
WHEREAS, the installation of curb, gutter, sidewalk and drainage system improvements
are necessary to better control storm water runoff and improve vehicular and pedestrian access;
and
WHEREAS, the Capital Projects Administrator and the Director of Engineering & Public
Works recommend a 30-foot wide street with parking on the west side of the street, a brick
sidewalk on the east side, and an asphalt imprinted in brick pattern crosswalk on Harrison Street
at Edwards Ferry Road; and
WHEREAS, the residents of both Harrison Street and Andover Court have been kept
informed of the details of this project and many attended special neighborhood input meetings to
learn about the project; and
WHEREAS, comments from concerned neighbors and citizens have been received and
reviewed by Town Council and town staff; and
WHEREAS, a petition was presented to the Town Council by residents requesting a
roadway width of 26 feet with no parking on either side, brick sidewalks on both sides, and an
asphalt imprinted in a brick pattern crosswalk on Harrison Street at Edwards Ferry Road; and

WHEREAS, the Town Council is interested in adding new acorn style streetlights to
improve lighting on this street.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: The town staff is directed to design and construct Harrison Street Sidewalk
improvements using a roadway width of 26 feet with no parking on either side (except on
Sundays), brick sidewalk on both sides of the street, and asphalt imprinted in brick pattern
crosswalks on Harrison Street at Edwards Ferry Road and at North Street.
SECTION II: During final design, staff is directed to evaluate the use of acorn style
streetlights and report back to Council before making a final decision on installation, which is
estimated to cost approximately $25,000.00.
