A RESOLUTION: 2003-161 PRESENTED November 25,200~ ADOPTED November 25, 2003 SUPPORTING LOUDOUN COUNTY BUS TRANSIT SERVICE FOR THE LEESBURG AREA AND RECOMMENDING THAT THE COUNTY CONS[DER ALTERNATE SITES FOR THE PROPOSED PARK AND RDE LOT AT WESTPARK WHEREAS, the Town Council is supportive of providing transit alternatives to the citizens of Leesburg; and WHEREAS, the Town Council's 2004 legislative agenda for the town's delegation to the General Assembly stresses the importance of addressing both regional and Leesburg transportation needs including various roadway improvements, the extension of Bus Rapid Transit to Leesburg and Western Loudoun, and Park and Ride opportunities for residents; and WHEREAS, there is a temporary park and ride lot within the limits of Leesburg which serves town residents and others commuting from outside the town limits; and WHEREAS, Loudoun County operates the commuter bus transit service county-wide and is looking for an alternate site to the temporary "Kmart" lot because the lease may expire in July, 2004; and WHEREAS, the County has proposed the "Westpark" site as a 1 O-year temporary park and ride lot for the Leesburg area; and WHEREAS, following the town's public meeting for community feedback on the County plan, with neighbors concern regarding location and the potential lost revenue. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. That the Town Council affirms its support tbr a permanent and temporary, il' necessary, park and ride lot to serve Leesburg residents. SECTION II. That the Town Council recommends to the Board of Supervisors that the County find an alternate site to "Westpark" for use as a park and ride lot, with town staff to provide assistance as RESOLUTION: -2- SUPPORTING LOUDOUN COUNTY BUS TRANSIT AND RECOMMENDING THE COUNTY CONSIDER ALTERNATE SITES FOR THE PROPOSED PARK AND RIDE LOT AT WESTPARK necessary. To aid the process, Stratford, the new school site, Kmart, Leegate, and Leesburg Commons sites should be considered. SECTION m. That the County provide the following information to the town so that the town has adequate data to assist in the site selection process: 1. What is the budget for the permanent parking lot? Are funds for acquisition, design, construction and operation? Or are there operating funds from another source? 2. Can funds be used for a surface lot or a garage? 3. Is there a specific location identified for the permanent lot? 4. Have any offers been made to property owners for a permanent lot? For what price and acreage? 5. What is the budget for the temporary parking lot? What does this include (i.e. acquisition, design, construction, operations)? 6. What is the basis for needing a 1 O-year lease? 7. Can a parcel be purchased as a temporary site? 8. Can the Bolen Park site or another County property be used for temporary parking since this park is not funded until 2006? 9. What sites outside the town limits have been considered? Why were they not appropriate sites? 10. Is there a master plan for commuter parking sites countywide? What was the 300 space size for the permanent lot based upon? 11. What is the budget for road improvements at the Westpark site? 12. What are the terms of the grant agreement?
