APPROVING SPECIAL EXCEPTION #SE 2003-05, LOUDOUN
MOTORSPORTS, 212 CATOCTIN CIRCLE, S.E., TO PERMIT A
MOTOR VEHICLE SALES (MOTORCYCLES) AND SERVICE
FACILITY
WHEREAS, JDC Leesburg, LLC has requested special exception approval to permit a
motor vehicle sales and service facility on a 1.435 acre parcel at 212 Catoctin Circle, S.E.; and
WHEREAS, the property is located in the B-2 Established Corridor Commercial Zoning
District; and
WHEREAS, on November 6, 2003, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on December 9, 2003, the Town Council held a public hearing; and
WHEREAS, the proposed use meets the special exception standards for a motor vehicle
sales and service facility as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE, RESOLVED by the Council of the Town of Leesburg inVirginia as
follows: Special Exception application #SE 2003-05, Loudoun Motorsports, 212 Catoctin
Circle, S.E., identified in the Loudoun County Land Records as Parcel Identification Number
231-10-4466, is hereby approved subject to the following conditions:
1. Prior to issuance of the Zoning Permit for the proposed Special Exception use, Applicant
shall provide a photometric plan with all proposed lighting fixtures to demonstrate that
such fixtures are directed onto the site, and will not impact adjacent properties or
roadways in compliance with DCSM standards. Applicant must provide details regarding
lighting fixtures to demonstrate that these standards are being met. Details should
include pole heights, locations, shielding devices and wall-mounted light details.

2. Prior to issuance of the Certificate of Occupancy for the proposed Special Exception use,
the landscaping shown on the special exception plat will be analyzed for conflict with
intersection and entrance sight distance. Any sight distance obstructions shall be
removed.
3. Prior to issuance of the Zoning Permit for the proposed Special Exception use, the ingress
/egress easement on the car dealership property should be widened to match the width of
the existing entrance on to Catoctin Circle.
4. Prior to issuance of the Zoning Permit for the proposed Special Exception use, a storm
water management plan will be submitted by the Applicant in accordance with Leesburg
and Loudoun County stormwater management criteria.
5. Prior to issuance of the Zoning Permit for the proposed Special Exception use, a grading
and drainage plan will be submitted by the applicant for the area to be paved.
6. No outside loudspeakers shall be permitted with this use.
7. The proposed wrought iron fence along Parker Court should be located along the
southern edge of the landscaped area instead of directly adjacent to the sidewalk.
8. Approval of the special exception does not express or imply any waiver or modification
of the requirements set forth in the Subdivision and Land Development Regulations, the
Zoning Ordinance, or the Design and Construction Standards Manual, and any final plats,
development plans, and construction drawings shall be subject to the applicable town
regulations.
9. Development of this special exception use shall be in substantial conformance with the
Special Exception Plat dated 8/14/03 and revised 10/20/03 entitled "Special Exception
Plan - Loudoun Motorsports" prepared by Walter L. Phillips, Incorporated.
