Work Session, January 13, 1983
Members present: Martin, Brody, Plambeck, Wagner, Cox, Sheffield and Goodwin.
Others: J. R. Freeland, Steve Yuhasz. Marvin Collins, Director of Planning for
Orange County.
Chairman Sheffield called the meeting to order at 7:30 p.m. Sheffield thanked
developer Freeland and his surveyor Yuhasz for coming as well as Collins.
He noted that the work session provided the Planning Board an opportunity to
gather information so that the Board could make comments for -the Public Hearing
to be held by the County on January 24, 1983.
Questions were raised regarding sewer and water, traffic and secondary effects,
the interim sewage treatment package plant and possible parks.
Freeland presented information that PhaseI would have 32 lots and a State
Approved Community Sewage System in the low area in the northwest section
of the proposed residential'.section of this 150 acre tract at the southwest
corner of I-85 and Highway 86. Freeland said that there was a natural fall
to the Wilmore Pumping Station and that there was a six inch water line at
Joppa Oaks and a six inch water line at I-85 and Highway 86 which the developer
would eventually loop. When asked if the package plant was the same type of
plant used at Efland Estates (where they had miscalculated capacity), Freeland
said the package plant was the same type of thing. He said that the package
treatment plant could be moved and reused when the Town of Hillsborough agrees
to a sewer hookup. Freeland noted that there would be two entrances to Highway
86 and that the single family units would be about 3.1 to the acre since part of
the land would be used for the package plant. For the projected industrial
section, Freeland said that he had no industry in mind, but commercial would
probably take up 60 acres north of the railroad tracks. Probably a hotel
would be the first commercial business. If all of the land to the railroad
tracks were used for residential, Freeland estimated 250 houses, but only
100.if the industrial area remains as currently shown. He said he wanted
to do 100 housing units in a year. Later in the meeting, Freeland said he
would probably have 200 houses on 60 acres and possibly more residential
if there were no demand for industrial uses. In response to Sheffield's
question about increased traffic, Freeland said that 200 cars per day toward
town would be about the addition to the traffic.
Yuhasz said that the quality of water in Cates Creek would be maintained with
the usage of the sewage treatment plant.
Sheffield asked if Cates Creek had a constant flow and noted that the Town Board
had said that they didn't want another package plant going in because they preferred
that.developments use town water and sewer. In.response to comments from Plambeck,
Sheffield noted that the considerations regarding direction of growth were good.
Sheffield questioned whether it made sense for Hillsborough to grow. in the
direction proposed for development. He noted the need for other Town services,
and he questioned the secondary effects on schools, services and traffic.
Plambeck asked if the plan were in conformity with the Orange County Plan and
pointed out that when Hillsborough gets to maximum sewage capacity the growth
patterns would be modified by earlier actions. He suggested projecting a
desirable 5, 10 and 20 year growth pattern. He noted that usage of sewage
capacity for the southern part of Town might eventually prevent development
north of Town. He said that the development plan presented by Freeland seemed
to be well -conceived and was a good design, but he was concerned that this might

be the forerunner of increased development in the southeast part of Town.
He was concerned about whether the Town should extend the water -sewer lines
that far. He suggested that the Planning Board might prefer to review this
after the Public Hearing and comments from the County.
Collins, during discussion of water and sewer issues, asked Freeland to give
his long range plans about using water and sewer from the Town for the possible
400 units on the property. Collins said that tha Freeland plan was the same
as the County's Land Use Plan except for higher density for residential, a
change from rural -residential to medium residential density. He noted that
water demand was not done by Orange County for specific towns but was done
for the County. Regarding secondary impacts, he noted that they are hard
to predict since the only thing you can look at is past trends with any
degree of certainty. He noted that the Orange County Planning Staff would
be working on the South Hillsborough area from one mile east of the I-85
and 86 interchange to one mile west of old 86. He said that the base map
had been done. He said that the staff would like to work with the Hills-
borough Planning Board since that area is considered a prime area for growth,
particularly around Oakdale Drive and Orange Grove Roads. He said the
County staff's concern was that the growth could be haphazard or considered
with foresight. He suggested that each development not be considered in
isolation. Collins noted that the County's approval of the rezoning would
be conditioned ultimately on usage of the Town's water and sewer by Freeland
for his development. Collins: We don't see anything wrong with the plan
he has there but we don't see how it relates to the big picture (of growth
for Hillsborough or a plan of growth).
Cox suggested that a third lane would be needed down 86 for the additional
turning traffic. The roads in the development were to be built to State
Standards according to the developer. In discussing the water and sewer
capacity, Cox said the capacity of the river, not the plant should be
considered for water capacity.
Martin suggested that the Planning Board needed more information on water
and sewer capacity.
Wagner said that his information in working with Mr. Rosemond on getting
data on water and sewer showed that less than 50 percent of the water
capacity was being used.
After further discussion, a motion was adopted to request further information
on water and sewer capacity and existing usage from the Water and Sewer Depart-
ment to be available by January 20, 1983 so that the Planning Board could
consider the information in time to make comments for the Public Hearing
to be held on January 24, 1983. Hilda Brody made the motion for the information.
Cox seconded the motion, which passed unanimously. The meeting was continued
until January 20, 1983 after the Public Hearing. (Letter attached).
January 20, 1983 Work Session continued. After discussion of information.from
the water and sewer staff (attached), the Planning Board discussed each comment
to be written to the County. Cox made the motion to send the comments to the
County and Page seconded the motion which passed unanimously. Members present
at the continued Work Session included Sheffield, Cox, Page, Martin, Wagner
and Cannity. The comments are attached. The meeting was adjourned.
