APPROVING CHANGE ORDERS 4 AND 5 FOR THE DESIGN OF
THE SYCOLIN ROAD WIDENING PROJECT IN THE TOTAL
AMOUNT OF $82,000.00
WHEREAS, the Sycolin Road Widening Project is a funded Capital Improvement
Project; and
WHEREAS, the design contract to widen Sycolin Road from just north of Hope Parkway
to the southern corporate limits was awarded to DMJM + Hams, Inc. in the amount of
$400,000.00; and
WHEREAS, Change Orders totaling $94,600.00 have been issued to date, increasing the
contract amount by 24%; and
WHEREAS, the original design of the road widening includes concrete sidewalks on
both sides of the roadway; and
WHEREAS, Loudoun County is moving forward with the design of their portion of
Sycolin Road and the construction of Phillip A. Bolen Memorial Park on the Shellhorn tract
which include an asphalt trail as part of the projects; and
WHEREAS, the town Parks & Recreation Department is currently working to amend the
Comprehensive 20 Year Parks & Recreation Open Space, Trails and Greenways Master Plan to
include a trail from Hope Parkway to Phillip A. Bolen Memorial Park; and
WHEREAS, Change Order #4 includes the design of a 10-foot asphalt trail along the east
side of Sycolin Road from Hope Parkway to the planned Phillip A. Bolen Memorial Park; and

AMOUNT OF $82,000.00
WHEREAS, the road widening requires the lowering or relocation of segments of the
existing 16-inch waterline; and
WHEREAS, a new waterline extending from Hope Parkway to the southern corporate
limits would be a better choice than relocating segments of the existing waterline because it will
greatly lessen the time water customers are out of service and result in a waterline which is easier
to maintain; and
WHEREAS, Change Order #5 includes the design of new 16" waterline from Hope
Parkway to the southern corporate limits to improve ease of operation and maintenance of the
line as well as minimizing construction impact to the residents; and
WHEREAS, the Capital Improvements Policy Manual requires that Change Orders in
excess of 25% of the contract amount be approved by Town Council; and
WHEREAS, Change Orders #4 and #5 required to complete the design of this project
total $82,000.00; and
WHEREAS, after executing these Change Orders the total increase in the design contract
amount will be 44%; and
WHEREAS, the Sycolin Road Widening project has sufficient funds in the budget to
cover the associated costs; and
WHEREAS, the Director of Engineering and Public Works and the Capital Projects
Administrator recommend approval of the change orders.

AMOUNT OF $82,000.00
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is hereby authorized to approve and execute Change Orders No. 4,
and 5 to the design contract with DMJM + Hams, Inc. for the Sycolin Road Widening project in
a total amount of $82,000.00.
