ASTEWATER ANAGEMENT TEERING OMMITTEE
Minutes of September 1, 2005
A meeting of the Wastewater Management Steering Committee was called to order at 10:00 a.m. in
Members Present:
Meeting Room A, Orleans Town Hall. Augusta McKusick (Board of Health); Ann
Hodgkinson (Board of Water Commissioners); John Hinckley (Board of Selectmen); Judith Bruce
(Conservation Commission); Mark Boardman (Finance Committee); Sims McGrath (Planning Board);
Also Present:
George Meservey (Planning Director); David Dunford (Board of Selectmen); Citizen's
Advisory Committee: John Hodgkinson; Andree Yager; Jim Bast; Paul O’Connor.
APPROVAL OF MINUTES:
MOTION: Judith BruceJohn Hinckley
On a motion by , seconded by , the Committee voted to
approve the Record of Events (due to the lack of a quorum, they are not considered minutes) of the
Wastewater Management Steering Committee meeting on August 4, 2005 and noted that they reflect an
accurate account of that gathering.
VOTE: 5-0-0 The motion passed unanimously.
ANNOUNCEMENTS:
McKusick reminded the committee that there will be a Committee Orientation Meeting for all
committee members with the Board of Selectmen on September 19, 2005.
McKusick stated the Wastewater Management Steering Committee will have a meeting with the
Board of Selectmen on September 28, 2005.
McKusick stated a concern with the lack of adequate meeting space during the upcoming town
hall renovation. The committee agreed that this issue needs to be addressed before the November
7, 2005 Special Town Meeting.

On a motion by , seconded by , the Committee voted to
sign a letter to the Board of Selectmen regarding the need for adequate meeting space for town
committees during the upcoming town hall renovation.
VOTE: 4-0-1 The motion passed unanimously John Hinckley
(abstained without prejudice).

Committee Reports
Board of Health
– McKusick told the committee about a meeting with Rob O’Leary regarding financing
wastewater infrastructure on the Cape.

Planning Board
McGrath told the committee about a Downtown Visioning Forum (for a portion of Main Street as
a subsection of the Village Center District) that was held on August 23, 2005 and indicated there
was a great turnout with positive feedback. A summary of that forum will be provided by the
Planning Department.
McGrath indicated the response rate of the Town Surveys that were sent out by the Planning
Board is very encouraging, and noted we have received over 1,100 surveys. Meservey stated
Karen Sharpless has entered over 700 surveys into the database, and the committee expressed
their appreciation.
Discussion with Citizen's Advisory Committee
The Wastewater Management Steering Committee held a discussion with the Citizen's Advisory
Committee regarding Version 4 (dated August 20, 2005) of the Public Education Plan for wastewater
issues. McKusick noted that Mike Giggey (Wright-Pierce) has reviewed this plan and given his
comments. Mary Hartley (citizen) expressed concerns with Namskaket Marsh. Hinckley noted there
will be changes for wastewater issue ahead which will be mandated by the state and the town will have no
say over them. The committees discussed whether there is a need for ongoing brochures. The
Wastewater Management Steering Committee responded positively overall to the new drat. They
requested some changes to reflect newly available information from the Barnstable County WIC’s
wastewater awareness survey. It was also suggested that some of the early, more generic educational
items lean heavily on the support of the WIC. There were several other minor changes requested.

On a motion by , seconded by , the Committee voted to
take the recommendations on version 5 of the Public Education Plan from the Citizen's Advisory
Committee Chairman at the Wastewater Management Steering Committee meeting on September 15,
2005, and after affirming those recommendations, set a date certain for the Citizen's Advisory Committee
and Wastewater Management Steering Committee to meet with the Board of Selectmen to present this
material.
VOTE: 5-0-0 The motion passed unanimously.
