APPROVING THE FINAL LIST OF POTENTIAL COMMUNITY
DEVELOPMENT BLOCK GRANT PROJECTS AND AUTHORIZING
STAFF TO FORWARD THE LIST TO LOUDOUN COUNTY
WHEREAS, the US Department of Housing and Urban Development (HUD) notified Loudoun
County on June 11, 2003, that it was eligible to qualify for urban county participation in the Community
Development Block Grant (CDBG) program and as such could receive CDBG funds directly from HUD
and not via the state; and
WHEREAS, the CDBG program funds projects such as housing production, housing
rehabilitation, water/sewer installation, economic development, and roads for target areas of low- and
moderate-income households; and
WHEREAS, a CDBG program administered through the county means that Leesburg and any
other towns in the county who have signed a cooperation agreement with the county, as well as
unincorporated areas of Loudoun, will have a greater opportunity to receive funding through the CDBG
program; and
WHEREAS, Town Council voted on August 12, 2003 to enter into a cooperation agreement with
Loudoun County, indicating the town's intent to participate in Loudoun's urban county CDBG program.
WHEREAS, on December 8, 2003, Town Council agreed on a preliminary list of potential
CDBG projects and directed staff to forward the list to Loudoun County; and
WHEREAS, on December 14, 2003, the Planning Commission agreed to a final list of potential
CDBG projects, which was subsequently revised as a result of interdepartmental staff meetings; and
WHEREAS, on January 13, 2004, Town Council previewed the revised final list of potential
CDBG projects and directed staff to make additional changes; and
WHEREAS, on February 24, 2004, Town Council held a public hearing on the final list of
potential CDBG projects, as revised; and

A RESOLUTION: APPROVING THE FINAL LIST OF POTENTIAL CDBG PROJECTS
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia hereby approves
the attached final list of potential CDBG projects (dated January 20, 2004) and authorizes staff to forward
the list to Loudoun County.
