APPROVING A FEE WAIVER REQUEST FOR HERITAGE HIGH SCHOOL'S
PROJECT GRADUATION CELEBRATION FOR USE OF DA LEE PARK
RECREATION CENTER
WHEREAS, the Project Graduation Celebration (formerly known as the All-Night Graduation Party) is
a project of the Virginia Department of Education in cooperation with the Virginia State Police Association,
founded in 1987 to address the serious issues of youth drinking, drug abuse, and driving behavior that have
occurred in relationship to high school proms and graduations; and
WHEREAS, the parent committee representing Heritage High School's graduation celebration plans to
use Ida Lee Park Recreation Center on June 18, 2004, and their plans are similar to those of the Loudoun County
High School's celebration, which has received a fee waiver since 1996; and
WHEREAS, the Parks and Recreation Advisory Commission endorsed this fee waiver since Heritage
High School is located within the town limits and has a majority of Leesburg students; and
WHEREAS, the Director of Parks and Recreation recommends approval of this fee waiver request.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the fee
waiver request for Heritage High School's Project Graduation Celebration to be held at Ida Lee Park
Recreation Center on June 18, 2004 is approved, and that this event is recognized as an annual special
event.
