HomeMy Public PortalAbout1.6.1983 Planning Baord Agenda and MinutesMINUTES HILLSBOROUGH PLANNING BOARD MEETING January 6, 1983 Members present: Sheffield, Chairman, Plambeck, Brody, Page, Cannity, Holman, Cox, Wagner, and Martin. Others: Dorward and Palmer, Board of Adjustment members. Hicks and Riley, residents of West Hillsborough. Sheffield called the meeting to order at 7:45 p.m. Item 1- Land use change requested of Orange County by Mr. James Rae Freeland. The rezoning requested to four residential units per acre for 10 acres on Highway 86 was to be considered at a Public Hearing on January 24, 1983. Cannity said that comments from the Hillsborough Planning Board should be made prior to or at the Public Hearing. He pointed out that the rezoning would affect 10 acres across from a 34 acre tract approved for special use by the County.for:Piedmont Electric. The 10 acre tract is now rural residential, and the zoning change would allow four dwelling units per acre. At four units per acre, water and sewer would be needed said Cannity. State road standards would be required by the County on interior roads. Sheffield asked if the Hillsborough Planning Board could request the developer or the Orange County Planning Department to provide the Town information on impacts on the Town of the development, including water and sewer usage, type of growth, additional services needed, where the employees of the industry would live, secondary businesses, implications for schools, etc. After discussion, the Planning Board agreed to request a Joint Session with the Town Board to discuss comments on the rezoning. The Work Session was requested for January 13, 1983. Item 2- Mobile Home Park Owners compliance with Section 9.3 was reviewed with three Mobile Home Park (MHP) owners. The James Bennett MHPs on West Hill Avenue were reviewed first. Mr. Bennett had not needed any variances from the Board of Adjustment. His MHP met all of the requirements of Section 9.3 with the exception of providing off -driveway parking spaces as stated in 9.3.8 and 9.3.4 regarding four inches of gravel on the driveways. Since Bennett's MHP driveways were wide enough to allow parking on the driveways and since the septic lines prevented parking spaces from being provided adjacent to the mobile homes, the parking was accepted. The driveways were accepted since the road was an established road where past applications of gravel and grading had maintained the road in good condition. Information from DOT Assistant District Engineer was provided by the Zoning Officer. There was general agreement that the MHP met the intentions of the Zoning Ordinance. Page moved that the Planning Board accept Mr. Bennett's plan for his two MHPs on West Hill Avenue. Cox seconded the motion, which passed unanimously. Mr. James Partin's MHP behind White Furniture was discussed. Mr. Partin also did not need variances from the Board of Adjustment. Since the road was not in as good condition as the Bennett MHPs and needed grading and gravel as suggested by the DOT Assistant.District Engineer and the Zoning Officer, Cannity made the motion that the Planning Board defer Partin's MHP for three months for road repairs. Cox seconded the motion, which passed unanimously. The Planning Board will review the Partin MHP at thdir first meeting in April or earlier if Partin has the repairs completed earlier. The Wagoner MHP at Collins Avenue and Eno St. was considered and held until the next meeting so that the Planning Board could review the lighting. Meeting Adjourned
