A RESOLUTION: APPROVING AMENDMENTS TO THE FY 2004 BUDGET AND
MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING
JUNE 30, 2004
WHEREAS, the mid-year budget for the fiscal year ending June 30, 2004, has been
presented and reviewed by this Council in accordance with Section 15.2-2507 of the 1950 Code
of Virginia, as amended; and
WHEREAS, the required public heating was advertised in a newspaper of general
circulation and was held on February 24, 2004; and
WHEREAS, budget amendments are necessary and staff recommends approval of the
items recommended by the Town Manager.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The FY 2004 Budget is hereby amended and increased and appropriations
are made for the fiscal year beginning July 1, 2003 and ending June 30, 2004 as follows:

The General Fund is amended in the amount of $670,000 and appropriations are
made: from the Undesignated Fund Balance in the General Fund in the amount of
$95,000 for a study of Dry Mill Road drainage improvements ($40,000); and
Edwards Ferry Road/Bypass Fencing ($55,000); from funds designated in the
General Fund balance for the health insurance settlement with the County
($380,000); from the Uran Trust Fund in the amount of $1,000 for high school
graduation celebrations; from developer fees in the amount of $78,000 for safety
and traffic flow improvements in the town garage and at the Liberty Street parking
lot; and a Federal Byme grant through the U.S Department of Justice in the amount
of $116,000 for equipment ($50,100), mobile

computer and crime analysis computer programs ($51,500), and a vehicle
($14,400).
The Airport Fund is amended in the amount of $433,030 and appropriations are
made from the Undesignated Fund Balance of the Airport Fund in the amount of
$75,000 and Federal Aviation Administration (FAA) grants in the amount of
$261,610 for immediate repairs to the existing compressor ($9,360) and design and
replacement of the existing HVAC system that provide air conditioning to the FAA
space in the airport terminal ($327,250); from Virginia Department of Aviation
grants in the amount of $58,970 for replacement of the north and south taxiway
lights ($26,850), normal runway repair and maintenance ($2,120), and demolition
of the south T hangers ($30,000); from the town insurance provider in the amount
of $30,000 for demolition of the south T hangers; and from the Airport Fund in the
amount of $7,450 fbr repairs damage to the runway caused by aircraft owners for
which the town is pursuing reimbursement from the mrcraft owners.
The Capital Projects Fund is amended in the amount of $540,000 and
appropriations are made from the Undesignated Fund Balance in the General Fund
in the amount of $120,000 for repairs to the South King Street bridge abutment, and
proceeds from the Loudoun County Gas Tax in the amount of $420,000 for the
addition of a Capital Improvement Project for Evergreen Mill Road and Tolbert
Lane, and to provide signalization at the intersection.
SECTION II. Totals are adjUsted to the categories and accounts of these funds.
SECTION III. The Town Manager is authorized to transfer appropriations made herein
to accounts within the same departmental budget' as long as the total appropriation for the
department is not adjusted.
