A RESOLUTION: AUTHORIZING THE TOWN OF LEESBURG TO BE A CO-SPONSOR OF
THE 2004 PONY NATIONAL GIRLS SOFTBALL TOURNAMENT TO BE
HELD IN LOUDOUN COUNTY JULY 18-25, 2004 BY PERMITTING THE
USE OF FREEDOM PARK AND BY DIRECTING STAFF TO SET ASIDE
$15,000 FOR THE PARKS AND RECREATION DEPARTMENT AND
$5,000 FOR THE POLICE DEPARTMENT AS PART OF THE FY2005
BUDGET
WHEREAS, the County of Loudoun and the Lower Loudoun Girls Softball League have
requested the town's involvement in the 2004 Pony National Girls Softball Tournament by requesting
the use of Freedom Park; and
WHEREAS, due to the growth of the tournament over the last eight years in Loudoun County,
the event organizers propose to use Freedom Park, Simpson Middle School, Evergreen Mill
Elementary School, and Heritage High School; and
WHEREAS, county staff would be responsible for maintaining the fields at the respective
schools, but the town would be responsible for maintaining the fields at Freedom Park; and
WHEREAS, the town must commit the additional resources (staff, equipment, supplies, and
materials) that the tournament will require at Freedom Park and for additional police officers to
manage traffic and parking in the geographic area of the tournament; and
WHEREAS, it is estimated that approximate cost to the town is $20,000; and
WHEREAS, the funds to cover the related expenses are not available in the budgets for the
Parks and Recreation and Police Departments; and
WHEREAS, the Parks and Recreation Advisory Commission endorsed the town's co-
sponsorship of the tournament with the county; and

WHEREAS, the Director of Parks and Recreation recommends approval.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
town approves co-sponsoring of the 2004 National Pony Girls Softball Tournament at Freedom
Park, July 18-25, 2004 and directs staff to set aside $15,000 to the Parks and Recreation
Department budget and $5,000 to the Police Department budget in the fiscal year 2005 to cover
costs associated with the event.
