ADOPTED
REQUESTING THAT THE LOUDOUN COUNTY BOARD OF SUPERVISORS
DEFER ANY DECISION ON THE COMPREHENSIVE PLAN AMENDMENT
(CPAM 2004-0003) TO ADD THE WESTERN TRANSPORTATION
CORRIDOR, SPECIFICALLY VDOT ALTERNATWE W-2, TO THE
LOUDOUN COUNTY GENERAL PLAN
WHEREAS, the ]'own Council is supportive of solving transportation problems in the region in
general, and supportive of a bypass in particular; and
WHEREAS, the 1997 Town Plan endorses a mmilar alignment but stresses the need to monitor
the corridor selection to insure the best interests of the town are met; and
WHEREAS, at a meeting February 4, 2004 at John W. Tolbert Elementary School, VDOT staff
indicated that the bypass would terminate at Route 7 should Maryland and Montgomery County not
reinstate a bridge or crossing across the Potomac River; and
WHEREAS, the Town Plan states that the town "adamantly Opposes any alignment for the corridor
that terminates on Route 7"; and
WHEREAS, there are numerous historical studies to be obtained and reviewed by the town to
determine the impact of such a corridor on the town; and
WHEREAS, at least five studies have been conducted for this concept since 1987, causing concern
that the amount of growth in and around Leesburg since the corridor selected may warrant further study of
the cost and impacts of the preferred corridor W-2 as compared to other alternatives; and
WHEREAS, the county has given only three weeks notice, which is insufficient for the town to
analyze the potential impacts, whether they be positive or negative, of the largest infrastructure project in
the recent history of Leesburg.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

REQUESTING THAT THE LOUDOUN COUNTY BOARD OF SUPERVISORS
DEFER ANY DECISION ON THE COMPREHENSIVE PLAN AMENDMENT
(CPAM 2004-0003) TO ADD THE WESTERN TRANSPORTATION CORRIDOR,
SPECIFICALLY VDOT ALTERNATIVE W-2, TO THE LOUDOUN COUNTY
GENERAL PLAN
SECTION I. That the Town Council recommends to the Loudoun County Board of Supervisors and
the Loudoun County Planning Commission that both bodies defer their discussion and decision on the
Western Transportation Corridor until May so that the town can assemble and analyze all existing studies
for this project, and respond to the county accordingly.
SECTION IL That the TOwn Council recommends a joint town-county committee be established to
review the proposed comdor's benefits and impacts upon the Town of Leesburg.
