ZONING BOARD OF APPEALS
Meeting Minutes
April 10, 2007
Work Session
Members present were; Paul Kearney, Phil Jackson, Art Stewart and Harvey Freeman.
Topic of discussion was RFP decision for WHITE ROCK COMMONS
Freeman- re-evaluation of applicant (Giggey) might be appropriate. The whole Board should vote rather
than 1 or 2.
Kearney- they are professionals and would act as such.
Freeman- issues relating to Harwich project (Summerwoods), litigation is still ongoing.
Jackson- Singer referred to letter from Giggey to Golich.
Freeman- Golich from Giggey-more information needed, he felt Giggey went past scope of work asked
including findings and testing.
]ackson- he presented his matrix and it appears logical
Freeman- Pleased to hear that specific areas need clarification but not necessary here. Questioned Mr.
Giggey specifically.
Jackson- Most data is available, bioclear is basic but enhances system is also available.
Freeman- fewer units would make lesser contamination.
Kearney- another question is the Bioclear the only system- should we look at other systems?
Freeman- I agree, all information we need about other systems is out there. Dick Heaton thinks we should
slow down and get all the answers we need.
Kearney- a sole source is not appropriate; this is a big part of the cost.
Freeman- Mr. Giggey has worked for the town already; he knows the area (geology as well as flow of the
ground water). Tighe and Bond are experienced, they are presently working on the new Water department
site but I feel W-P has more experience in this field.
Jackson- My evaluation is based strictly on the proposals presented; I am in favor of Wright-Pierce.
Freeman- the 3~d Peer Review company is way out of sight on cost and present no more work than the other
two. Is there any further discussion?

Jackson- Wright-Pierce is clearly the best; lower cost, well principled as to knowledge and impartiality. I feel
they will act totally appropriately with no agenda.
Kearney- I am comfortable with Wright-Pierce and see no reason not to use them.
Freeman- I have Jack Nixon's choice- he feels W-P was most suited for this review.

Freeman- I will try to put Andrew Singer at ease, sensitive to the applicant, erase previous prejudice -back
to a friendly footing. Mike Giggey is extremely professional and does not let one project carry over to
another.
Motion made by Philip Jackson to adjourn. Second by Paul Kearney. VOTE 3-0-0.
