HomeMy Public PortalAbout2004_03_23_r043The Town of Leesburg, Virginia RESOLUTION NO. 2004-43 PRESENTED: ADOPTED: March 23, 2004 March 23, 2004 A RESOLUTION: SUPPORTING REAUTHORIZATION OF FEDERAL TRANSPORTATION PROGRAMS WHEREAS, the United States Congress will consider reauthorization of federal transportation programs and policies necessary to improve our nation's mobility; and WHEREAS, reauthorizing federal transportation programs is essential to improving our nation, state, and town's economic health because transportation infrastructure constitutes the circulatory system through which consumers and commerce flow in and through our nation's cities and regions. WHEREAS, reauthorizing federal transportation programs will help reduce the roadway congestion and environmental pollution; and WHEREAS, reauthorizing federal transportation programs will help improve the quality of lite in Leesburg and throughout Virginia, as job creation and employee attraction and retention are often associated with quality of life factors such as good transportation; and WHEREAS, reauthorizing federal transportation programs is an investment in homeland security as transportation systems help move people out of harm's way and transport emergency personnel where needed; and WHEREAS, gas tax revenues collected at the fuel pump help pay for the reauthorized federal transportation programs, and the Virginia Municipal League urges reauthorization at an adequate funding level and that Virginia receives a more equitable return on the gas taxes remitted to Washington; and WHEREAS, the Virginia Municipal League states that local governments across the country own and operate about 75% of the nearly 4 million-mile highway and roadway network, almost 300,000 bridges, and manage about 90% of the nation's transit systems; and -2- A RESOLUTION: SUPPORTING REAUTHORIZATION OF FEDERAL TRANSPORTATION PROGRAMS WHEREAS, the National League of Cities, the Virginia Municipal League, and cities and towns across our nation desire a six-year rather than a two-year bill given the need for long-term planning and funding stability of transportation projects to ensure cost-effective projects; and WHEREAS, the Virginia Municipal League urges amendments to allocate funding from existing TEA-21 programs like the Surface Transportation Program (STP), the National Highway System (NHS), and the Congestion Mitigation and Air Quality program (CMAQ) to local governments to lessen traffic congestion; and WHEREAS, the Virginia Municipal League also supports provisions to increase funding levels for metropolitan planning organizations (MPOs) and provide funding directly for local and regional incident management programs. THEREFORE, RESOLVED, by the Town Council in the Town of Leesburg in Virginia as follows: The Town of Leesburg supports adoption of a Federal six-year surface transportation reauthorization bill to help meet the long-term transportation needs of our nation, including provisions to empower local and regional officials with additional flexibility to design, manage, finance, and operate transportation programs to reduce roadway congestion and best meet the needs of local communities and regions.
