ADOPTING THE MEMORIAL DAY OBSERVANCE AS AN ANNUAL
TOWN EVENT UNDER THE COORDINATION OF THE DEPARTMENT
OF PARKS AND RECREATION
WHEREAS, for many years, the Veterans of Foreign Wars coordinated an annual memorial
day observance on the Loudoun County courthouse lawn; and
WHEREAS, the group was unable to continue the tradition in 2002 that resulted in no such
event being held in Leesburg on Memorial Day that year; and
WHEREAS, in 2002, a grass roots committee, chaired by Dr. Peter Hilgartner and Patrick
Huge, took the challenge to re-establish the annual event in Leesburg, and the committee worked
closely with the Mayor and with the town to coordinate logistical support; and
WHEREAS, the committee successfully conducted a Memorial Day Observance that attracted
over 900 attendees in 2003; and
WHEREAS, Dr. Peter Hilgartner officially requests that the town adopt the Memorial Day
observance as an annual town event under the coordination of the Department of Parks and Recreation;
and
WHEREAS, an event similar to last year's event will not require additional funding; and
WHEREAS, the Director of Parks and Recreation recommends adopting of this annual
event by the town to be held in a manner similar to 2003, under the coordination of the Department
of Parks and Recreation.

ADOPTING THE MEMORIAL DAY OBSERVANCE AS AN ANNUAL
TOWN EVENT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Memorial Day Observance is adopted as an annual town event, under the coordination of the
Department of Parks and Recreation, to be held in a manner similar to 2003.
