AWARDING A CONSTRUCTION CONTRACT TO MOORE
BROTHERS CO., INC. FOR CONSTRUCTION OF THE SOUTH KING
STREET BRIDGE ABUTMENT REPAIR PROJECT
WHEREAS, the FY2003 Capital Improvements Program provides for the South King
Street Bridge Abutment Repair project; and
WHEREAS, the original funded amount for this project was $150,000.00 for design and
construction; and
WHEREAS, $18,530.00 was spent on design, leaving $131,470.00 for construction; and
WHEREAS, the additional $120,000.00 needed for construction, inspections, and
contingencies was appropriated in the FY04 mid-year budget; and
WHEREAS, the project includes repairs that are needed to extend the life of the existing
structure; and
WHEREAS, an Invitation for Bids (IFB) was issued for the construction of the South King Street
Bridge Abutment Repairs in accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, in response to the first IFB, the town did not receive any bids; and
WHEREAS, a second IFB was issued and on December 9, 2003, two sealed bid were received,
and the bids were publicly opened in accordance with the bid documents; and
WHEREAS, bids received were fi.om Moore Brothers Co., Inc., in the amount of $196,954.00 and
Rustler Construction Inc., in the amount of $523,328.50; and

STREET BRIDGE ABUTMENT REPAIR PROJECT
WHEREAS, the bids were evaluated by the Capital Projects Administrator and Chief Purchasing
Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Moore Brothers Co., Inc. was determined to be the lowest responsive and responsible
bidder; and
WHEREAS, this is a unit price contract and the final contract amount will be arrived at by
multiplying the bid unit prices by the actual approved quantities in place; and
WHEREAS, the Director of Engineering and Public Works and the Capital Projects Administrator
recommend approval of an award of the contract to Moore Brothers Co., Inc., in the initial amount of
$196,954.00 for construction of South King Street Bridge Abutment Repair project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is hereby authorized to award, on behalf of the town, a unit price contract with Moore Brothers
Co., Inc. in an estimated amount of $196,954.00 for construction of South King Street Bridge Abutment
Repairs.
