AMENDING THE AIRPORT FUND BUDGET IN THE AMOUNT OF
$25,000 AND AWARDING A CONSTRUCTION CONTRACT FOR
I--IVAC SYSTEM RENEWAL AT THE FAA AUTOMATED FLIGHT
SERVICE STATION, LEESBURG EXECUTIVE AIRPORT TO
WELCH & RUSHE, INC. FOR A LUMP SUM AMOUNT OF $268,000
WHEREAS, the FAA Automated Flight Service Station building is owned by the town
and leased to the Federal Aviation Administration and the current lease expires in 2018; and
WHEREAS, the existing HVAC is not operating properly and is a source of continued
maintenance problems; and
WHEREAS, the HVAC System Renewal Project was advertised on February 23, 2004
and the town received four bids in response to its public solicitation; and
WHEREAS, the bids were reviewed by the Capital Projects Administrator and the Chief
Purchasing Officer in accordance with the town's purchasing policies; and
WHEREAS, Welsh and Rushe, Inc. of Capitol Heights, Maryland was the lowest
responsible and responsive bidder at $268,000; and
WHEREAS, the town has appropriated $327,250 as part of the FY 2004 mid-year budget
that consists of $27,250 for design and $300,000 for construction; and
WHEREAS, funding for this project includes $75,000 from the Airport Fund and
$252,250 from the FAA; and
WHEREAS, the total cost of the project is estimated at $352,250 that consists of $27,250
for design and $325,000 for construction, inspections and contingencies; and
WHEREAS, an additional appropriation of $25,000 is needed to fund this project; and

HVAC SYSTEM RENEWAL AT THE FAA AUTOMATED FLIGHT
SERVICE STATION, LEESBURG EXECUTIVE AIRPORT TO
WELCH & RUSHE, INC. FOR A LUMP SUM AMOUNT OF $268,000
WHEREAS, the FAA has set aside $250,000 for use in the construction of the HVAC
System Renewal Project and requires that the sum be recouped through a lease supplement
(Supplemental Agreement No. 6) that will decrease the bare lease rate by $1.21 per square foot
per year through the end of the lease term; and
WHEREAS, the Airport Interim Director and the Capital Projects Administrator
recommend award of the construction contract for the HVAC System Renewal at the FAA
Automated Flight Service Station at Leesburg Executive Airport to Welsh & Rushe, Inc. for a
lump sum amount of $268,000.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows
SECTION I. The Airport Fund budget is amended and an appropriation is made from the
FAA Contribution to this project in the amount of $25,000 for construction of this project.
SECTION II. The construction contract for the HVAC System Renewal at the FAA
Automated Flight Service Station at Leesburg Executive Airport is awarded to Welch & Rushe,
Inc. of Capitol Heights, Maryland in a lump sum amount of $268,000.
